A nice idea as long as restoration is done properly. No scouring of streambed for gravel and no more riprap as has been the custom up there that only exagerated the problem. Restoring the original floodplains is great as well as finding the source point mud that manages to blow out our rivers and fill them with silt every time we get a good rain. The Upper Delaware river bottom has changed dramatically in the last 10 years and resultant insect life has changed as a result. In some places, you cannot even wade across anymore due to the mud and silt. I would wager that our reservoirs do not hold the volume that they did when built, yet the flow plans are contingent on reservoir volume that I believe to be fictitious. Use the monies wisely.
