A not too radical proposal - Collaborate with Southern California Edison to convert the San Onofre Nuclear Power station to a giant sea water desalinator. A large part of the infrastructure is exactly what you need. Ocean water intakes and outfalls, good access to large metro areas that need fresh water, and a long term record of the local environment. SCE is is already going to shut down the power generation. Replace them with the small scale nuclear power plants used in Navy ships. They have an excellent safety record going back 50+ years, and they have more than enough power to supply a city with water. You only need enough power to desalinate, not light up a city and they can do the job. Put those in place, and southern California has a fresh water supply independent of droughts, floods, political influence.
