A proposal to require retail and grocery stores to charge 10 cents for paper and plastic bags is already being tested in NYC. The bulk grocery chain ALDI charges a dime for plastic shopping bags, and many of its customers said they’re accustomed to bringing reusable bags. “This should have been in place a long time ago,” retired photographer Serge Gilbert, 65, who shops at an East Harlem branch, said of a proposed City Council bill to impose the dime charge.
