A puzzlement: Maryland legislative leaders are directing Governor-elect Larry Hogan to reduce his proposed spending plan by hundreds of millions of dollars. Outgoing Governor Martin OMalley is merely contemplating cutting spending under the current operating budget. OMalley should be the one directed to immediately reduce current spending levels. Hogan should be contemplating how to reduce spending next year.
