A recent state audit shows that basic financial controls were not in place for millions of dollars awarded to companies from the Texas Enterprise Fund. This comes just weeks after the story broke regarding how monies given from the Major Events Trust were also improperly handled. Texas has a real problem on its hands -- and the Comptroller blew it.
