A report by the controller of budget shows that govt ministries returned 339 billion to the national treasury during the last financial year.this shows a low absorption rate by our ministries in utilising funds allocated to them by the exchequer.the report further attributes this low absorption phenomenon to strict donor conditions and lengthy procurement procedures.we cannot blame donors or lengthy procurement processes for underutilisation of public funds since we can follow the public procurement act 2007 as our our guide to undertake govt procurement processes in order to spurn our economy by double digits in accordance with the economic pillar of the kenya vision 2030.govt expenditure is a very critical injection into the economy since it contributes greatly to the multiplier effect of our economy.many private firms depend on govt contracts through public private patnerships in order to increase their balance sheets and spurn our economy.the national treasury should further draft laws which will reduce bureaucracy in government procurement matters in order to allow for our ministries through their respective procurement departments to acquire goods and services which will be of great benefit to the citizens of kenya.
