The French government had already surrendered to the Nazis, and their navy, second in strength to the British, was sitting in port, waiting for Vichy French puppets or Nazis to take direct control of them. Churchill made one of a thousand brutally-imperative decisions he had or as PM - either co-opt what was left of the French war machine to stave off German invasion, or destroy that apparatus entirely.
