A socialist planned economy never woks, except when it does. The increase in fixed assets between 1913 and 1940 gives a precise idea of the incredible effort supplied by the Soviet people. Starting from an index of 100 for the year preceding the war, the fixed assets for industry reached 136 at the beginning of the First Five-Year Plan in 1928. On the eve of the Second World War, twelve years later, in 1940, the index had risen to 1,085 points, i.e. an eight-fold increase in twelve years. The fixed assets for agriculture evolved from 100 to 141, just before the collectivization in 1928, to reach 333 points in 1940...For eleven years, from 1930 to 1940, the Soviet Union saw an average increase in industrial production of 16.5 per cent...Accrued capital passed from 3.6 billion rubles in 1928, representing 14.3 per cent of the national revenue, to 17.7 billion in 1932, i.e. 44.2 per cent of the national revenue And From 1928 to 1932, peak iron output, necessary for further development of the industrial infrastructure rose from 3.3 million to 6.2 million tons per year. Coal, the integral product fueling modern economies and Stalinist industrialization, successfully rose from 35.4 million to 64 million tons, and output of iron ore rose from 5.7 million to 19 million tons...Based on these figures the Soviet government declared that Five Year Industrial Production Plan had been fulfilled by 93.7% in only four years, while parts devoted to heavy-industry part were fulfilled by 108%... As Stalin summed up at the Party Congress following the first Five Year plan We did not have an iron and steel industry, the basis for the industrialisation of the country. Now we have one. We did not have a tractor industry. Now we have one. We did not have an automobile industry. Now we have one. We did not have a machine-tool industry. Now we have one. We did not have a big and modern chemical industry. Now we have one. We did not have a real and big industry for the production of modern agricultural machinery. Now we have one. We did not have an aircraft industry. Now we have one. In output of electric power we were last on the list. Now we rank among the first. In output of oil products and coal we were last on the list. Now we rank among the first.
