A stitch in time saves nine! - The East African Community (EAC) should wake up and fast track implementation of the Lake Vic water release and abstraction policy for the LVB as this might be a perennial problem -this time due to climate change, another time due to irrigation plans by one or more member countries but also due to HEP plans. - The EAC and other actors should expedite implementation of the East African Community Climate Change Policy (more sensitization of actors on its existence; and its wider popularization throughout the region, and streamlining institutional framework for its implementation): Promotion of rural energy access (firewood, charcoal and briquettes, biogas, hydroelectricity, solar energy and liquefied petroleum gas) in the Lake Victoria basin.
