A system of direct democracy (replacing representatives) would require Internet voting on issues, of course. The Internet is already providing services far more complicated and expensive than a system of Internet voting would require. We would also need to develop processes for deciding what questions go on the ballot. This is a more difficult problem but not impossible: break it down into supporting processes, like budgeting. To make sure the revenue isnt double-spent on everything people want, theyd have to submit their budget. Another problem is semantics- who gets to write the text of the proposal, and what does it mean? So, youd need some new institutions for that: mostly this comes out of law-- the wording necessary for a bill to become law, to be implemented.
