A traffic watchdog has questioned the legality of Birmingham City Council’s controversial bus lanes scheme – raising hopes tens of thousands of fines could be scrapped . Stephen Knapp, of the independent Traffic Penalty Tribunal, has asked the authority to defend its controversial ticketing policy, amid suggestions road warning signs do not meet Government rules.
