A week before this material was posted I had completed my fourth month in a remote field office in Tijuana. I was handling 7-18 cases regularly. The most significant was a containment operation and against elements exploiting the 21 USC 863 c and f exemptions that allow for the sale of narcotics paraphernalia and under surveillance for narcotics intelligence. While this can be a valuable tool it is also a license to steal and catastrophic injury can occur and the public is often outraged when they hear a human has been allowed to consume narcotics while under supervision. The mortality numbers I published on this site indicated that 13,000 people died in San Diego City and County in the 13 year period I was stationed here. Half of them bought paraphernalia imported into the jurisdiction by local, state and federal officials using the exemption. That is not to say that all were the targets of operations but rather that the various agencies bear a degree of responsibility for their addictions and their culmination in death. Obviously each of these narcotics distribution networks could have been and most were charted using this well known tactic and tool made available by our government and for years. Radical elements in the East and other parts of the world were made aware of this practice and CIA feared 9/11 type retaliation and the vast extent of the corruption led the agency to authorized containment operations against DOJ and local and state agencies. Containment operations included radio spots on local and national programs such as Roger Hedgecock and more subtle tactics such as manipulations in court actions and the placement or manipulation of actors and the placement of media articles, legislation, the initiation of litigation, etcetera. Litigation is quite costly and the public and insurance companies simply decided that this was not a lawful practice. Damages were ultimately the responsibility of individual officers and the unions and the costs for injuries sustained by the addicts, insurance companies and general public continue to be bore by individual officer actors and of course, THE PENSION FUND! Needless to say, as a figurehead of the operation, on 6/21/14, I was kidnapped at the San Ysidro Border and held for 180 days. My left thumb was broken, ribs mangled, my left eye was punched in and recessed 3mm, it has to be raised with an implant. My skull has various fractures but should be okay. It was perforated but that has subsided. There was a triangular arc that had to be popped out and sewn back in a UCSD by a wonderful team of surgeons led by a Dr. Saldana at that hospital. I have a tear in my left pelvic groin and I was left on the floor with that broken hip for 21 days while bone marrow leaked and I became septic. Most of my pelvis deteriorated from septosis and bone mites which appear to have been fed me.intentionally. My bones became partially osteoporatic but are nearly restored. My head was shaved. My wrists were sprained and at one point was intentionally given a mismatched blood type. I was denied basic medical care and held in a jail under a pretextual charge of petty marijuana possession. While illucid on three different opiods, Dillaudid, Percocet and Vicodin, I was dragged into court and made to plead guilty to marijuana possession. In 2 months I go on paid leave with 10 months paid vacation after 19 years, 2 months service. The DOJ did nothing. I am not aware as to what actions were taken by my agency or White House Counsel Eggleston. JF
