EXECUTIVE ORDER No.1 CHANGING THE NAME, AUTHORITY AND FUNCTIONS OF THE DRUG ENFORCEMENT COMMISSION REPUBLIC OF ZAMBIA DRAFT EXECUTIVE ORDER No. 1 1ST DECEMBER, 2016 - - - - - - - - - - - - - - - - - - CHANGING THE NAME, AUTHORITY AND FUNCTIONS OF THE DRUG ENFORCEMENT COMMISSION By the authority vested in me as President by the Constitution and the laws of the Republic of Zambia, and in order to reflect my decision to change the name of the Drug Enforcement Commission to the National Drug Research and Correctional Agency, its authority as well as functions, it is hereby ORDERED as follows: SECTION 1. NAME CHANGE. All references to the NATIONAL DRUG RESEARCH AND CORRECTIONAL AGENCY in any Executive Order, Presidential Directive or Statute shall be understood to refer to the institution under the Ministry of Home Affairs which until date hereof is referred to as DRUG ENFORCEMENT COMMISSION 2 SEC. 2. AUTHORITY, FUNCTIONS AND GENERAL PROVISIONS. (a) This order shall alter or otherwise affect: (i) the authority granted by law to Drug Enforcement Commission , staff and the head thereof; (ii) the functions of staff and head thereof relating to cultivation, processing, possession, trade and use of medicinal marijuana in the Republic of Zambia (b) This order is intended to create rights and benefits, substantive or procedural, enforceable at law or in equity by any affected party against the National Drug Research and Correctional Agency, its departments or entities, its officers, employees, agents, or any other person under its direction, relating to cultivation, processing, possession, trade and use of medicinal marijuana in the Republic of Zambia.
