POWERS AND FUCTIONS OF AAPS JAN LOKPAL: --Can suspend officer during investigation. --Can recommend punishment of dismissal, removal or reduction in rank. --Can attach property and assets acquired by corrupt officer. --Can punish public servent with 6 months imprisonment or fine or both if he fails to comply with lokpal orders. --Lokpal will have powers to issue search warrant to officers not less than ACP rank or equivalent. --There will be 2 to 5 member complaint authority to entertain complaint against lokpal members. Complaints against lokpal member shall be decided within 2 months. --Investigation in any complaint to be done within 6 months --Trail will be done within 6 months by special courts of lokpal. --In case of threat to whistleblowers investigation shall be fast tracked and completed within 3 months --Minimum punishment 6 months, maximum -life imprisonment --A fine upto 5 times of the loss due to corruption shall be recovered from the accused. --If the complaint is found to be malafied HC of relevent jurisdiction may impose a fine of upto Rs.5 lakhs or an imprisonment upto one year or both. COMPULSARY AUDIT OF AAPS JAN LOKPAL: A Committee of Delhi Legislative Assembly shall do an annual appraisal of functioning of Lokpal. Redressal of grievance: Each public authority shall prepare a specific charter with 45 days of this act coming into force. Grievance to be redressed within 30 days of receiving the complaint. Penalty upto Rs.500 each day but not exceeding Rs.50000 to be recovered from the salaries of the Grievance Redressal Officer or govt official responsible for the non delivery of the service. Finances of Lokpal: All expenses shall be charged to the Consolidated fund of the state. All public servants shall declare an annual statement of his assets and liabilities within 3 months of commencement of this act.
