ACRI calls on the commanders of the Israeli Police forces to warn its officers in the field against the use of disproportionate force against Jerusalem residents. A video filmed in the Shuafat Neighborhood of East Jerusalem shows police officers repeatedly beating and kicking a young man in their custody who was lying helpless on the ground and who clearly did not constitute a threat (ow.ly/yO2hz). According to media reports, the boy in the video is fifteen years old (ow.ly/yO26c). We call on the Police Commissioner and the Minister of Public Security to strongly condemn these acts and reinforce the procedures for the use of force and the rules of engagement - rules that are designed to protect human life. Security forces must ensure that these procedures and basic human rights are always respected, especially during these difficult times. The silence from these officials in response to instances of unjustified violence is tantamount to giving a green light to the use of excessive force by security officers.
