Valero appears to quietly be making a transition to very dirty crude oil at their Benicia refinery, with a series of modifications now including a “crude by rail” project. They have disclosed very little information but several experts have advised that it is likely to bring in diluted tar sands (“dilbit”) and that the health, air quality and environmental impacts are potentially huge. The project is bypassing full environmental review with a “Mitigated Negative Declaration” (MND) and a very narrow window for public comment.
