ADR writes to BJP to provide clean and exemplary governance in Maharashtra and Haryana: To, Shri Amit Shah Party President Bhartiya Janta Party 11 Ashoka Road, New Delhi-110011. Subject: Appeal to provide clean and exemplary governance in Maharashtra and Haryana Shri Amit Shah, On behalf of the National Election Watch (NEW) and Association for Democratic Reforms (ADR), we would like to congratulate you on the impressive victory of Bharatiya Janata Party in the 2014 state Assembly elections of Maharashtra and Haryana. NEW, a congregation of over 1200 Civil Society groups across the country, and ADR, a citizen led, non-political and non-governmental organization, have been working for around 15 years with the objective of bringing electoral and political reforms, so as to improve democracy and governance in India. Although there is no doubt that the Maharashtra and Haryana electorate voted wisely in favour of a stable and mature government, there are some concerns when we look at the criminal and financial records of certain newly elected MLAs from both the states: • 165 out of 288 newly elected MLAs in Maharashtra analyzed by NEW & ADR have declared criminal cases against themselves, whereas 115 have declared serious criminal cases like murder, attempt to murder, kidnapping, dacoity etc. (List of MLAs from Maharashtra with self-declared criminal cases attached as Appendix.) • In BJP alone in Maharashtra, 74 out of 122 MLAs analysed have declared criminal cases, whereas 46 have declared serious criminal cases. • 9 (10%) out of 90 newly elected MLAs in Haryana analyzed by NEW & ADR have declared criminal cases against themselves, whereas 5 (6%) have declared serious criminal cases. (List of MLAs from Haryana with self-declared criminal cases attached as Appendix.) • In Haryana in BJP alone, 5 (11%) out of 47 MLAs analysed have declared criminal cases, whereas 2 (4%) have declared serious criminal cases. In view of the above, we make the following requests: 1. That MLAs with serious criminal cases in both the states should not be made Ministers or given chairs of responsibilities in the Assembly or in any of the committees. 2. That any MLA in both the states should not be assigned a portfolio in the Cabinet that poses a conflict of interest with his/her business interests.
