ADVISORY: TO: ALL BASIC EDUCATION TEACHERS WITH REGULAR PLANTILLA ITEMS The Regional Personnel Selection and Promotion Board (RPSPB) of the Department of Education is pleased to announce the opportunities for promotions are open. The promotions of teachers are based on available plantilla items that have been declared vacant by virtue of retirements and other natural circumstances. All teachers who are qualified for promotions by virtue of the standard criteria are invited to apply. Those interested are required to submit all pertinent documents, duly certified and authenticated, and the required copy of the Civil Service Commission-issued latest appointment. Selection, promotion and designation of school heads, head teachers and master teachers shall be based on the principles of merit and fitness, competence, and equality. In addition to the selection and promotion criteria prescribed by the existing Civil Service rules and regulations, a psychological examination/assessment will be administered among the applicants for various key positions and shall form an integral part of such criteria. The fundamental process of this assessment is to discover an applicants personal characteristics and abilities, their strengths and potential weaknesses in relation to a specific working area as well as their future career development. The results of the psychological examination shall serve as a guide for the Appointing Authority in evaluating and estimating an applicants fitness or suitability for a specific job. 2. An employee may not be promoted to a position of more than three (3) salary grades higher than his/her present position, except in very meritorious cases. 3. Walk-in applicants shall not be entertained and considered. 4. There must be at least two (2) applicants for each vacant position; uncontested vacant positions shall not be included in the evaluation and deliberation conducted by the RPSPB.
