AEA Conference (17/Oct) session recording - Online evaluation CoPs: Influencing practice and affecting learning The American Evaluation Association Conference took place in Washington DC from 16 to 19 November 2013. SEA Change CoP has been involved in a number of panel sessions and the first session in which we were engaged focused on evaluation Communities of Practice. Many online-based Communities of Practice (CoPs) have emerged in the recent years with the rise of internet connectivity and social media networks. In the field of monitoring and evaluation, several international organizations formed CoPs as a platform to improve the quality of evaluations through knowledge management, information dissemination and capacity development of evaluators, commissioners of evaluations and the broader tent of those engaged in evaluation who might not identify themselves as evaluators. The presentations provide an overview of how organizations make use of CoPs highlighting their opportunities and limitations to achieve accountability and learning. SEA Change also presents methods on evaluating the effectiveness of CoPs. seachangecop.org/node/2693 Climate-Eval: Knowledge Generation and Establishing Common Standards (Rob van den Berg) [Video 1] The Community of Practice of Evaluation Climate Change and Development (Climate-Eval) was initiated by the Global Environment Facility Evaluation Office (GEF EO) to address these issues. The presentation describes the key features of the CoP including a database of evaluation reports, discussions platforms, and knowledge generation strategies as modes of sharing evaluation results, encouraging discussion and opinion, and formulating tools/frameworks relevant to the CoP. seachangecop.org/node/2693 [Video 1] climate-eval.org EvalPartners: Web-Based Evaluation Capacity-Building - Lessons Learnt (Marco Segone) [Video 2] EvalPartners is an innovative partnership that strengthens capacities of civil society organizations to engage in evaluation processes, and to influence policy makers, public opinion, and other key stakeholders. The presentation highlights the advantages of utilizing a knowledge management system and specifically on-line training for reaching evaluators from around the world to enhance their training and knowledge base. Segone also discusses some of the challenges and limitations of using the online format and share lessons learned from this ECB effort. seachangecop.org/node/2693 [Video 2] mymande.org/evalpartners SEA Change CoP: Evaluating Online Communities of Practice - Beyond Site Analytics (Dennis Bours) [Video 3] Despite the growing number of communities of practice, and with it a growing interest in knowledge brokerage and online knowledge management, evaluation of such online communities still focuses heavily on site analytics. How to capture the depth and continuity of members interaction? What about knowledge sharing beyond community members? How to capture collaborative activities between multiple online partners? This contribution looks at using evaluation tools beyond site analytics, with a focus on organizational and social network analysis and outcome mapping towards boundary partners. seachangecop.org/node/2693 [Video 3] seachangecop.org BetterEvaluation: Linking Disciplinary and Geographical Communities of Practice (Patricia Rogers) [Video 4] BetterEvaluation provides a platform for learning across communities of practice in particular disciplines, sectors, regions and roles in evaluation. Knowledge generation activities identify, document and analyze good practice and develop guidance on choosing, using and combining evaluation methods and options appropriately and effectively.
