AFTER JAIRAM RAP ON KNUCKLES, SAIL GETS SOME GOOD NEWS Union Rural Development Minister Jairam Ramesh on Thursday said that Naxalism is an unusual conflict involving our own people and so it cannot be solved with guns and bullets. Echoing Prime Minister Manmohan Singh that naxalism is the biggest challenge for internal security, the minister said that 17 out of 24 districts of Jharkhand are Maoist-affected. “There are overall 88 districts in the country dealing with this unusual conflict,” he pointed out. He was speaking at the valedictory function of the two-day national seminar on ‘Decentralized Governance and Changing Paradox of Development in Rural area’ at Central University of Jharkhand (CUJ).“Conflict has to be dealt by bringing political mobilization, dramatic development in health sector and justice to the past injustices by Government to the tribals in the name of land acquisition,” added Ramesh and called for complete development of tribal people in Jharkhand. He also referred to the unfairness meted out to the marginalized people residing in the state capital citing examples of land acquisition at Nagri block and Heavy Engineering Corporation premises by the Government. He said, “Such injustice needs to be regularized.” The Union Minister said that India is the only nation in the world where tribal communities can have rights determined by them. “But in Maoist affected States like Jharkhand, Chhattisgarh, Odisha, Bihar and West Bengal tribal society has been deprived of such rights,” he added. “This has led to tribal anger and discontent,” he said. Expressing the responsibility of local premier higher education institutions in resolving this conflict he said, “Indian Institute of Management, Ranchi (IIM-R) and CUJ can anchor in connecting the local tribals’ concerns by formulating solutions. Higher education institution intellectuals associated in studying this conflict can also suggest on how Government can deal with this naxalism.” Jharkhand, Odisha and Chhattisgarh are also among most affected Maoist affected States with a large forest and mineral wealth area covering huge tribal population, remote areas with poor infrastructure. In this context, Ramesh said, “I often believe natural resources are more a curse than blessing. Countries like South Korea and Japan where natural resources are not available have become far advanced in terms of land and water facilities.”Welcoming Ramesh at the cradle for the first time, CUJ Vice Chancellor DT Khating informed that about 85 papers were presented from academicians of 28 States during the two-day seminar.
