ALERT: TO ALL ENTERING NAVAL BASE GUAM STARTING 1 NOV: Beginning Nov. 1, 2014, Naval Base Guam Security will conduct a 100% DoD ID card scan, and will start confiscating ID cards for the following reasons: • Record Not Found • ID Card Expired • ID Card does not register when scanned, it’s either “Invalid or Not Found” in the record system • ID Card is scanned and comes up as “Lost or Stolen” • ID Card is Terminated or no longer valid • ID Card is Valid for Multiple Individuals • ID Card is mutilated, damaged • ID Card has been altered, tampered with in some way, like a counterfeit ID card The sentry will scan the ID card (3) THREE times upon first “Denied” notification. After that third scan and the scanner states that the individual is “Denied,” the sentry shall execute the proper confiscation procedure and then turn the driver around and direct to Visitor Control Center (VCC). The VCC has new hours – it is open Monday through Friday from 0630-1630. Each individual will receive an ID Confiscation Form telling them why their ID card was confiscated and they will be directed to their appropriate ID card issuing authority. If the appropriate ID card issuing authority is located on the base, the individual will be required to be brought on to the installation under the trusted traveler program. New Base Access Form procedure for unescorted guests starting 1 Nov: Please also be reminded that there is a CNIC Advisory and new Base Access Request form (OMB 0703-0061) that is being implemented by NBG for all unescorted guests of the base. Only NBG CO can approve written waivers. The NBG Visitor Control Center (VCC) will implement the new form beginning Nov. 1, 2014. The new form is required for any UNESCORTED base access request, and one form will be required for each person. General use of this form will normally be for Contractors requesting to work on base and private parties that are too large to be considered for the Trusted Traveler program (usually 7 or more guests). Electronic versions of the form and advisory are available by emailing requests to [email protected], https://navalforms.documentservices.dla.mil/web/public/home or by calling the NBG VCC at 339-6217/5208. Military and civilian employees of the base, and anyone with a DoD ID card who is sponsoring an individual (or group up to 7) on board the base must have a valid DoD ID card and be the DRIVER of the vehicle entering the base.
