ALL PROGRESSIVES CONGRESS (APC) Guidelines for Wards, Local Government Areas, States Congresses And National Convention. Dates, Time And Venue of Congresses & Convention. DATES; Congresses Dates Ward Congresses Saturday 5th April 2014 Local Government Areas’ Congresses Saturday 12th April 2014 State’s Congresses Wednesday 23rd April 2014 Appeals arising from Congresses Monday 28th – Wednesday 30th April 2014 National Convention Saturday 24th May 2014 NATIONAL CONGRESSES SUPERVISORY COMMITTEE (NCSC) The committee shall be responsible for the overall conduct of congresses at all levels and will comprise of the National Chairman, National Secretary, National Organizing Secretary, National Treasurer, Two (2) Representatives of the Governors, Two (2) Representatives of the National Assembly, Members of the National Membership Registration and Data Processing Committee (NMRDPC) and any other persons to be co-opted by the Committee. STATE CONGRESS COMMITTEE (SCC) Each State and the Federal Capital Territory (FCT) shall have a Committee of 5 persons appointed by the National Congresses Supervisory Committee (NCSC) who must be persons of proven integrity. They will be recruited from outside the state of their assignment, comprising of a Chairman, Secretary and 3 other members. They shall be responsible for the overall conduct of the exercise in the State. LOCAL GOVERNMENT CONGRESS COMMITTEE (LGCC) The NCSC shall appoint 5 persons to serve as LGCC, who will be from any part of the state (other than the LGA in which they will serve). They shall be responsible for the conduct of the congress in the LGA under the supervision of the SCC. WARD CONGRESS COMMITTEE (WCC) The NCSC shall appoint 5 persons to serve as WCC, who will be from any part of the local government area (other than the Ward they will serve). They shall be responsible for the conduct of the congress in the Ward under the supervision of the SCC. APPEALS COMMITTEE Each State shall have 3 person Appeals Committee appointed by the NCSC who will be from outside their state of assignment. They shall be responsible for the hearing of Appeals arising from the Ward and Local Government Congresses. All Appeals arising from State Congresses will be handled by the committee of NCSC to be specificallycreated among its members for such appeal accordingly. TIME; Congresses & Convention Time of Election Ward Congresses 10:00 AM Local Government Area’s Congresses 10:00 AM State’s Congresses 10:00 AM National Convention 10:00 AM VENUE; 1. Ward Congresses- The election venue shall be the All Progressives Congress (APC) ward offices where they exist. Where none exists, or the existing one for any reason, becomes unsuitable, the State Congress Committee (SCC) shall identify a convenient and conducive venue for the congress (provided it is not a private residence or office). 2. Local Government Area Congresses- The election shall take place at the All Progressives Congress (APC) party secretariat/office in that Local Government Area. If the office, for any reason, becomes unsuitable, the State Congress Committee (SCC) shall identify a convenient and conducive venue for the congress (provided it is not a private residence or office). NOTE: Any such venue so identified for any congress must be announced 72 hours prior to the time of the congress. 3. State’s Congresses- The election shall take place at the partys state headquarters of All Progressives Congress (APC). If, for any reason, such place becomes unsuitable, the SCC shall identify a convenient and conducive venue for the state congress (provided it is not private residence or office). NOTE: Any such suitable venue so identified for any Congress must be announced 96 hours prior to the time of the congress. 4 National Convention The National Convention of the All Progressives Congress (APC) shall take place at the National Convention Committee (NCC) designated-centre. COMPOSITION OF CONGRESSES AND CONVENTION 1. Ward congress; The Ward congress shall consist of all registered members of the party in the ward. 2. Local Government Area Congresses; The Local Government Area (LGA) Congress of a State shall consist of; i. Former Heads of State, Presidents and Vice Presidents, Former National Chairmen and Deputy Chairmen of Political Parties, Serving and former Governors, Deputy Governors, Serving and Past Members of the National Assembly, Members of the Interim National Executive Committee, Serving and Past Speakers and Leaders of States House of Assembly, Members of the State House of Assembly and Elected Local Government Council Chairmen and Deputies who are members of the party and are from the Local Government Area. i. Elected Councilors who are members of the party. i. Five (5) Local Government Delegates elected from each Ward in the area at Ward Congress. i. Ward Chairmen and Ward Executive members of the party elected in the Ward Congresses. 3. STATE CONGRESS; i. Former Heads of State, Presidents and Vice Presidents who are members of the Party. ii. Former National Chairmen and Deputy National Chairmen of Political Parties who are members of the Party. iii. Serving and Former Governors and Deputy Governors who are members of the party. iv. Serving and Past Members of the National Assembly who are members of the party. v. Members of the Interim National Executive Committee. vi. Serving and Past Speakers, Deputy Speakers and Leaders of States House of Assembly who are members of our Party. vii. Members of the State House of Assembly who are members of the party. viii. Local Government Council Chairmen and their Deputies who are members of the party. ix. Three delegates from each Ward of the State elected for that purpose at least one of whom must be a woman. x. Chairman, Secretary, Youth Leader and Woman Leader elected at the Local Government Congresses vii. All Ward Chairmen elected at the Ward Congresses. 4. NATIONAL CONVENTION; i. Former Heads of State, Presidents and Vice Presidents who are members of the party. ii. Former National Chairmen and Deputy National Chairmen of Political Parties who are members of the party. ii. Serving and Past Governors and Deputy Governors who are members of the party. iii. Serving and Past Members of the National Assembly who are members of the party. iv. Serving and Past Speakers, Deputy Speakers and Leaders of State Houses of Assembly who are members of the party. v. Members of the State Houses of Assembly who are members of the party. vi. Local Government Council Chairmen and Vice-Chairmen who are members of the party. vii. Three (3) National delegates (of which one (1) must be a woman) elected for that purpose from each Local Government Area. viii. State Chairmen, Secretaries, and Treasurers that were elected at the State Congresses. ix. Local Government Chairmen, Secretaries, and Treasurers that were elected at the Local Government Congresses. BUSINESS OF CONGRESS & CONVENTION 1. WARD CONGRESS; The Ward Congress shall carry out the; a. Election of Eighteen (18) Ward officers. b. Election of Four (4) Ex-officio members (one of whom shall be a Woman) to the Ward Executive. c. Election of two (2) teams of ten (10) delegates out of which; i. Five (5) delegates are for Local Government Area Congress. ii. Five (5) delegates are for State Congress. 2. LOCAL GOVERNMENT AREA CONGRESS; The Local Government Congress shall carry out; i. The election of twenty-one (21) Local Government officers. ii. The election of four (4) Ex-Officio members (one of whom shall be a Woman) to represent the Local Government at the State Executive Committee. iii. The election of three (3) delegates (one of which must be a woman) for the National convention. 3. STATE CONGRESS; The State Congress shall carry out; i. The election of twenty- five (25) officers of the party that will constitute the State Executive Committee of the party. ii. The election of four (4) ex-officio members (at least one of whom shall be a Woman) 4. NATIONAL CONVENTION; The National Convention shall; i. Elect the National Officers of the party and the six (6) ex-officio members, for the six geo-political zones (each member representing a geo-political zone) ii. Receive, consider and take decisions on reports from the National Executive Committee. iii. Any other business (AOB) ELECTIONS AT CONGRESS; 1. Ward Congress; Eighteen (18) ward officers/executives, four ex-officio and ten (10) delegates (five (5) for LGA congresses and five (5) for State congresses (of out which in each case one (1) must be a woman) shall be elected at the Ward Congress. 2. Local Government Area Congress; Twenty-one officers/executives shall be elected and four ex-officio to represent the LGA in the state Executive at the LGA Congress. Also, three (3) National delegates (of out which one (1) must be a woman) shall be elected. 3. State Congress; Twenty-five officers/executives and four ex-officio members shall be elected at the State Congress. 4. National Convention; National Officers shall be elected at the party’s convention. NOMINATION OF CANDIDATES FOR PARTY POSITIONS Aspirants to party positions in the wards, local governments and States will be elected at the various congresses and will be required to pay a specified fee for the party nomination form. The fees are as follows; WARDS; i. Ward Chairman #10,000:00 ii. Other Offices #2,000:00 PERSONS NOMINATING CANDIDATES FROM THE WARD (Chairmanship Candidate shall require 1 sponsor per unit within the Ward, while other positions shall require 1 sponsor from 50% of the units within the Ward) LOCAL GOVERNMENT AREAS; i. Local Government Chairman #25,000:00 ii. Other Offices #10,000:00 PERSONS NOMINATING CANDIDATES FROM THE LGA (Chairmanship Candidate will require 1 sponsor per ward within the LGA, while other positions will require 1 sponsor from 50% of the wards within the LGA) STATES; i. State Chairman #100,000:00 ii. Other Offices #30,000:00 PERSONS NOMINATING FROM THE STATE (Chairmanship Candidate shall require 1 sponsor per LGA within the State, while other positions shall require 1 sponsor from 50% of the LGA’s within the State) NATIONAL; i. National Chairman #250,000:00 ii. Other Offices #150,000:00 SALE OF FORMS All payments for purchase of Nomination Forms shall be made directly into All Progressives Congress accredited banks as follows; First Bank Plc United Bank for Africa Plc Union Bank Plc Wema Bank Plc Unity Bank Plc Sterling Bank Plc Skye Bank Plc Keystone Bank Plc The fees shall be paid through the accredited banks and deposit tellers shall be evidence of payment and will be required for the collection of forms. MODE OF CONGRESSES & CONVENTION ELECTIONS. Utmost transparency is what is expected in all elections. Therefore, in all respects, votes must be counted and results announced and recorded on the spot. There is no exception to the rule. In the event of a tie in any ballot, the election for that particular office shall be repeated for tying candidates until a winner emerges. The winner of election shall be determined by a simple majority of total votes cast. 1. Ward Congress Mode of Election; After membership accreditation, Elections at ward level shall be by open ballot. The electorates shall queue behind the candidate of their choice or his/her picture or poster. 2. Local Government Area Congress Mode of Election; After delegates accreditation, Elections at Local Government Area level shall be by open secret ballot. Members of the Electorate college shall be given a ballot paper each to vote for candidate of their choice. State Congress Mode of Election; After delegates accreditations, Elections at State level shall be by open secret ballot. Electorates shall be given a ballot paper to vote for candidate of their choice. National Convention Mode of Election; After delegates accreditations, Elections at National Convention shall be by open secret ballot. Electorates shall be given a ballot paper each to vote for candidate of their choice. Congresses & Convention Election Special Provisions; i. The Ward Registers serve as the Voter Register, while the Registration forms serve as the Voter’s card in each voting precinct (ward). ii. Accreditation shall be conducted by the respective RO’s that served during the Membership Registration Exercise. iii. The NCSC reserves the right to cancel any election in areas where there are irregularities or violence in the conduct of election. iv. The NCSC is the final appeal authority in all election disputes. v. Any aspirant identified as having a hand in any irregularity, any violence or any electoral malpractice shall be suspended/expelled from the party and will forfeit his/her right to participate in any future elections of the party for any position. vi. The SCC shall display/announce, the names of candidates vying for party positions in wards, Local government and State congresses and the positions they are vying for before the 1st of April, 2014. The SCC should forward same names and positions as displayed to State Independent National Electoral Commission (INEC) office before the 3rd of April, 2014 with a letter informing INEC of the venue of the congresses.
