ALLOWING PETS OUT OF PREMISES AGAINST LAW People who allow their dogs and cats to roam outside their premises are breaking the law, Kgatleng District Council (KDC)’s public relations officer, Ms Thato Chwaane has said. Responding to a questionnaire, Ms Chwaane said the council’s bye-law forbidded any person to permit or allow any troublesome or ferocious dog or monkey or any carnivorous wild animal to be out of the premises on which such an animal usually resided. She said council bye-laws also stipulate the appropriate punishment when pet owners let their animals destroy people’s property or cause a mess by spilling litter bins around. “Any person guilty of an offence under these laws for which no penalty is provided shall be liable, on the first conviction, to a fine not exceeding P2 000 or in default of payment to imprisonment for a term not exceeding six months,” reads the bye-law. “These animals should be kept in confinement in the owners premises or be chained,” Ms Chwaane advised, adding that the council intervenes when the animals are a nuisance. No licence is required to keep dogs because they are domesticated animal. Dogs and other pets are often forced by starvation to scavenge for food, thereby becoming a menace to neighbourhoods. Although kgotla meetings have been conducted in all the villages in Kgatleng District to educate the public about the byelaws and their amendments, Ms Chwaane said there was still a need to intensify public education. #BOPA
