ALZAEEM & ASSOCIATES HAD LAUNCHED TWO WORKSHOPS TO INCULCATE SOCIAL AND CULTURAL RESPONSIBILITIES IN REGARD TO PUBLIC PROCUREMENT SYSTEM & ELECTRONIC COMMERCE Al-Zaeem & Associates had organized two workshops in its new head quarters’ Meeting Hall. The first workshop was entitled ‘Public Procurement’ and the second was ‘e-Commerce.’ The workshops attended by representatives of the relevant ministries, civil society figures, businesspersons, lawyers and academics. Both the workshops were opened by a welcome speech given by Mr Alzaeem in which he welcomed the distinguished guests and audience, and introduced guest speaker Mr Simeon Sahaydachny, who had contributed in drafting Public Procurement Law in more than 40 countries. During these workshops Mr Sahaydachny had explained the topic and the relating slides in English, then Mr Alzaeem had elaborated and explained in Arabic. In both the workshops, the key terms and the main topics were explained, followed by a short coffee break, and then an open discussion in which the guests’ queries were answered. The Public Procurement workshop focused on the importance of public procurement systems and the need to develop them, the obstacles that need to be overcome, and the methods to develop the best public procurement system possible. In this workshop there was, in depth, the explanation of the importance of the ‘best price’ compared to the ‘cheapest price’ and how the ‘best price’ needs to take into account the governmental policies and the long term sustainability. Mr Alzaeem concluded the workshop by emphasizing the importance of developing an adequate public procurement system and how it can be the corner stone to develop any nation. The e-Commerce Workshop started by explaining what e-Commerce is? The workshop then moved to discussing the different forms, e-Commerce can take, and the importance of having an e-Commerce legislation that takes into account all the conflicting elements of e-Commerce such as the conflict of flexibility and security, and attempt to balance them. The workshop also explained how e-commerce pulls the contracts and commercial transactions away from the traditional forms that most litigations are accustomed to, to a new paperless form, that the parties rarely meet in the same room. Mr Alzaeem concluded that e-Commerce is the future of Commerce in general and that there is a need to start developing the new law so that it can catch up with the technology. Both the workshops were the beginning of new series of other workshops that Al-Zaeem & Associates plans to offer as a part of the social and educational responsibility campaign. Mr Alzaeem invited all the major institutions to join this initiative and launch similar campaigns as Palestine deserves the best from us, and knowledge and education are the way to move forward and develop Palestine, into a better place.
