AMENDED NFCS CONSTITUTION ARTICLE 1 NAME, MEMBERSHIP AND OBJECTIVE SEC. 1: NAME The association shall be known as Nigeria Federation of Catholic Students (NFCS) University of Port Harcourt chapter. SEC. 2a: MOTTO The motto of the association shall be, “Living the Faith” SEC.2b: The greeting shall be “NFCS…........Living the faith..!!!” SEC 3a: MEMBERSHIP Membership is obligatory to all catholic students of the University of Port Harcourt, however membership is open to non-Catholic students who are interested. SEC. 3b1: LIFE MEMBERSHIP The executive may confer with the approval of the congress to past members of NFCS who no longer qualify under section 3a above by virtue of their past activities in the interest of the association or in appreciation of roles in the public life. SEC. 3b2 – The Executive council with the approval of the congress reserve the right to withdraw such membership from anyone so awarded if the person in question is found wanting in the affairs of the faith of the catholic church. SEC. 3c: HONOURARY MEMBERSHIP The Executive council with the approval of congress may confer honorary membership to individual who do not qualify under sections 3a and 3b1 above but who are deem fit by reason of the interest of the individual in NFCS matters. SEC. 3d: HALL OF FAME Any NFCS president who has successfully completed his tenure and hands over shall be qualified to be inducted into the hall of fame provided he is still a practicing catholic. SEC. 4:AIMS AND OBJECTIVES a. Determined to perpetuate spiritual growth, moral development, unity and mutual understanding among the catholic students of the University of Port Harcourt and other institutions of learning. b. To promote welfare of students and academic excellence among members of the association. c. To promote cordial relationship between the members of NFCS staff and other religions bodies in the University of Port Harcourt community. ARTICLE 2 CONGRESS AND EXECUTIVE COUNCIL SEC. 1: CONGRESS Congress shall; a. Be the highest decision-making body of the NFCS and shall embrace all the catholic students of the University of Port Harcourt. b. Meet every 3rd Sunday of the month in every semester unless otherwise stated by the Executive council. c. Quorum (minimum number of members that must be present in order for a congress to commence) shall be at least 20 members of the NFCS. d. Have power to amend or reject the recommendations or decisions of the executive or ad hoc committee. e. Have power to ratify the constitution of the NFCS. SEC. 2: EXECUTIVE COUNCIL AND FUNCTIONS a. The NFCS shall have as its officers the following: 1. President 2. Vice President 1. 3. Vice President 2. 4. General Secretary 5. Assistant General Secretary 6. Financial Secretary 7. Treasurer 8. Public relations officer 9. Director of socials. 10. Director of sports. 11. Director of Transport 12. Director of welfares 13. Outreach Coordinator 14. Prayer Coordinator 15. Editor-in-chief 16. Provost. b. Functions A. PRESIDENT: the president shall, i. Be responsible for the overall coordination of the activities of NFCS and the functions of its officers. ii. Be the chief spokesman of the NFCS in both internal and external affairs in major issues. iii. Be a compulsory signatory to all official releases of the NFCS. In this regard, he shall endorse all expenditures made by the association and shall be a compulsory signatories to all financial transactions. iv. Liaise with the faculty heads to appoint inter-faculty representative. The other functions of the president are the same. B. VICE PRESIDENT 1 (ADMINISTRATION) The Vice President 1 shall, i. Assist the president in every manner that will constitute the attainment of set goals of the NFCS. ii. Preside over the congress meetings and exercise the constitutional power of the President in the latter’s absence. iii. Assume the President’s office in event that a vote of no confidence be passed on the President before the end of his tenure of office and shall act in that capacity until the next election period. iv. Be responsible for administrative issues of the NFCS as delegated by the President. v. In conjunction with the members of the socials committee and the chaplain draw up order of event for the annual students Harvest/thanksgiving (and Bazaar sales if need be) for the Catholic community of the University of Port Harcourt. C. VICE PRESIDENT 2 (ACADEMICS). The Vice president 2 shall, i. Assist the President in every manner that will constitute the attainment of set goals of the NFCS. ii. Preside over the congress meeting and exercise constitutional powers of the President in the absence of the President and the Vice President 1. iii. Assume the office of the President or the Vice President 1 in the event that a vote of no confidence is passed on either the President and/or the Vice President 1 before the end their tenure of office and shall act in that capacity until next election period. iv. Be responsible for academic issues of the NFCS such as tutorials, academic seminars et cetera. D. GENERAL SECRETARY: The general Secretary shall, i. Be responsible for the general secretarial duties of NFCS and maintenance of the Secretariat. ii. In consultation of the President and via Public Relations Officer convene the executive or congress meetings and emergency meetings. iii. Keep minutes and records of executive and congress meetings et cetera. iv. Handle all correspondence of the NFCS. v. Prepare and present first to the executive and the EEC for approval and then the congress the NFCS annual reports. E. ASSISTANT GENERAL SECRETARY The Assistant General Secretary shall, i. Assist the general secretary in his duties and act in the latter’s absence. ii. Keep the attendance book (roll call) of the NFCS during congress meetings. iii. Assume the office of the general secretary if by any constitution reason the latter’s office remains vacant before the end of his tenure of office. F. FINANCIAL SECRETARY: The financial secretary shall, i. collect all semester dues or sum of money as the congress deems necessary and deposit such amounts with the treasurer within 3 working days. ii. Keep proper records of the incomes to or expenditures made by the NFCS and issue receipts and/or vouchers where and when necessary. iii. Be a signatory to all financial dealings of the NFCS. iv. Surrender to appointed auditors all financial documents in his possession for scrutiny as occasion may warrant. v. Give a financial report during NFCS congress and an annual report of the financial position of the body before leaving office. G. TREASURER: The treasurer shall, i. keep the NFCS passbook or cheque book in his custody. ii. Pay all monies authorized by the president or the congress with the knowledge of the financial secretary into the NFCS account and keep the receipt in his custody. iii. Keep an impress account in cash to the tunes of £10000 ONLY to meet immediate urgent needs of the NFCS. iv. Be signatory to all financial transactions of the NFCS and shall deposit all funds of NFCS into the NFCS account within3 working days of such collecton provided that (iii) above has been met. v. Make all financial books available to appointed auditors for scrutiny when the need arises. vi. Take charge of all NFCS assets. H. PUBLIC RELATIONS OFFICER: Public relations officer shall, i. be the chairman of the publicity committee. ii. Give wide publicity to NFCS activities and meetings with assistance of the members of the publicity committee. iii. Keep account of all expenditures involved (production of posters, banners etc) and surrender them to appointed auditors or financial secretary. iv. Liaise with the editor-in-chief in dissemination of information on the NFCS notice board. v. Take charge of the public address systems of the NFCS. I. DIRECTOR OF SOCIALS: The director of socials shall, i. Be the Chairman of the NFCS week and social committee and shall preside over all the committee’s activities. ii. Coordinate all social activities of the NFCS such as send-off of final year students, variety shows, film shows et cetera and shall write a report and submit first to the Executive council and the GC and then to the congress about the activities organized from time to time. In addition he shall render a full account of his stewardship at the end of his tenure of office. iii. Take charge of the NFCS musical instrument. J. DIRECTOR OF SPORTS: The Director of Sports shall, i. be the chairman of the sports committee and shall preside overall sporting activities. ii. Coordinate all sporting activities of the NFCS. iii. Take charge of all sporting facilities of the NFCS. K. DIRECTOR OF TRANSPORT: The Director of transport shall, i. Be responsible for the organization of transport to convey catholic students (Executive or members) during NFCS activities such as mass, conference, convention and PEC meetings as well as chaplaincy functions when and where necessary. ii. Ensure that the NFCS bus is in good working condition at all times. iii. Be in charge of traffic direction and control during processions involving catholic students within the University. iv. Be the chairman of the transport committee. L. DIRECTOR OF WELFARE The welfare officer shall, i. Be in charge of all catering related responsibilities such as arrangement of foods, refreshments, et cetera, during NFCS activities and when necessary, at meeting. ii. Be in custody of the NFCS first aid box and all health related materials of the NFCS. iii. Be the Chairman of the welfare committees. iv. See to the welfare of NFCSers (sick, bereaved or celebrating members) M. OUTREACH COORDINATOR The outreach coordinator shall, i. Be responsible for informing the chaplain about catholic students with problems when necessary. ii. See to the general welfare of all catholic students. iii. With the president be charge of inter faculty relationship. iv. Be the chairman of the outreach committee. N. PRAYER COORDINATOR The prayer coordinator shall, i. In conjunction with faculty groups and prayer groups in the chaplaincy organize and oversea the overall coordination of all religious activities of the NFCS. ii. Be in charge of sharing the faith series once every month. iii. Be in charge of the prayer committee. O. EDITOR-IN-CHIEF The editor-in-chief shall, i. Be signatory and responsible for all press releases of the NFCS which have been approved by the congress. ii. Maintain the NFCS notice board for appropriate notices. iii. Be responsible to the Executive council, furnishing them with all information about the activities of the board. iv. Be the chairman of the editorial board. In line with the above sub-section, all articles and press releases to be published on the notice board must have a formal approval from the Executive council before going to press. P. PROVOST The provost shall, i. See to the general maintenances of law and order during all congresses and meetings. ii. Shall see to it that no portion of this constitution is contravened in any form and must report forthwith to the GC any such violation of this constitution for appropriate disciplinary actions to be taken. iii. Responsible for the collections of fries at executive council, general council and congress meetings. iv. Carry out any duty assigned to him by the president. ARTICLE 3 THE GENERAL COUNCIL (GC) OF THE NFCS SEC. 1: There will be a sub-body known as the General council (GC) of the NFCS which shall be the overall governing council of the NFCS. SEC. 2: This body shall comprise of; a. All presidents, and secretaries or representatives of all faculty bodies, Executive members of NFCS and all ex-officios available should be present for the meeting. Where the president and/or the secretary are absent a written note introducing their representatives should be tendered to the GC. b. A credible non-executive representatives of all faculty group. SEC. 3: The President of NFCS will head the GC. SEC. 4: The general council of the NFCS would meet once every month ( 8 days before congress). SEC. 6: The GC reserves the right to assign responsibilities to the faculty groups as the circumstances present themselves. ARTICLE 4 ELECTION AND BY ELECTION SEC. 1: ELIGIBILITY FOR ELECTIONS No person shall qualify for election as an officer of the NFCS or faculty body unless: a. He is a registered NFCS member. b. He has paid his annual dues and must have satisfied all financial obligations to the association which he represents. c. The chaplain must attest to the person’s character. d. He has been attending meetings and other activities of the association which he represents as well as NFCS activities. e. An outgoing official stands a chance of being re-elected if he has not embezzled, misused power or done other activities inhuman during his tenure of office. f. He is at least a communicant. NOTE: No member can hold faculty executive and NFCS executive at the same time. SEC. 2: METHOD OF ELECTION a. There shall be an electoral committee known as NFCS electoral committee (NECOM) b. There shall be a member from each faculty body and a chairman appointed by the GC and confirmed by the Congress. c. Voting shall be either by secret or open ballot or open secret ballot. d. The members of the NECOM shall have no voting power except in the event of a tie where all of them except the chairman must cast their vote, in event of another tie the chairman will break the tie. e. For vacant post after election, bye-elections can be conducted from amongst the eligible candidates. f. Elections can be conducted for any absent candidate with a genuine reason for been absent as agreed by NECOM. g. Just before voting, all candidates must be presented to the electorate by the electoral committees. h. The winner of each election is decided by simple majority. i. The electoral committee stands dissolved after the swearing in of the newly elected officers. j. NECOM shall organize election in accordance to the constitution. Note: Candidates not elected into offices shall be drafted into committees of the NFCS as the constitution so provides hence a list of all candidates not holding any office must be submitted to the general council for further action to be taken if the candidate so desires. SEC. 3: BYE – ELECTIONS a. Until the electoral process is complete there should not be any swearing in. b. A candidate who contested for any post and failed can vie for a subsequent vacant post. c. The GC reserves the right to appoint an ad. Hoc committee to organize bye-elections in order to full any vacant post arising from the dismissal or resignation of officers of the NFCS within the tenure. SEC. 4: RESIGNATION a. Any officer wishing to resign from his/her office shall submit his/her resignation papers to the president through the secretary who shall in turn present it to the GC in the case of the president, he/she shall do same to the General Secretary of the NFCS who shall do same to the GC. b. The resignation of any officer of the NFCS shall not be effective until it is approved by the GC, congress (electorate who voted) and the chaplain after taking care of all NFCS properties within the officer’s possession. SEC. 5: PERIOD OF ELECTIONS a. General Election shall be held once every Academic session. b. The newly elected officers shall be sworn in during mass according to the election timetable or otherwise as approved by the chaplain or his representatives. c. The newly elected officers shall assume office from the day they are sworn in. ARTICLE 5 ORDER OF EXECUTIVE COUNCIL MEETINGS, GENERAL COUNCIL MEETINGS AND CONGRESS SEC. 1: CODES OF CONDUCT a. Every meeting shall be seated quietly during meetings. b. No member shall leave his seat without the provost’s permission. c. Any member wishing to contribute to a topic of discussion/debate shall indicate his intention by show of hand. d. No member is permitted to speak except at the permission of the provost. e. No faculty body would hold meetings on the day of congress meetings. Noncompliance would result in a penalty imposed on the faculty body in question. f. Absence of more than 1 member of a faculty body from GC meetings without good reason would result in payment of a fine of five hundred Naira (£500) from the faculty body. g. For any decision to be reach, a minimum of 5 people from every Faculty should be present. h. Every Faculty should have at least 10 people represented in a congress asides NFCS excos. i. A fine of five hundred Naira should be levied on any Faculty that is not properly represented and a community service determined by the congress. SEC 2: POINT OF ORDER Point of order shall take precedence over all other terms of address to the president and shall be made immediately. Point of order shall relate to the following; a. Correcting digression from issues under debate. b. Notification that the aims, constitution or standing order of the NFCS is being or about to be violated. A member shall be reprimanded by the president if the point of order is not used as defined above. SEC 3: POINT OF INFORMATION a. A point of information is information which is of value to the understanding or successful outcome of the issues at stake. b. A point of information shall be heard at the discretion of the president. c. A point of information to a member shall be brief. SEC 4: NOTICE OF CONGRESS MEETINGS The notice for any congress meeting shall be at least seven days before such meetings. The agenda for such meetings must be disclosed (except where secrecy is needed). SEC 5: EMERGENCY MEETINGS Emergency meetings shall be summoned if and when necessary by either the President or the General Secretary or as decided by the executive council. SEC 6: EXECUTIVE MEETINGS a. The executives shall meet before any congress meeting to draw up the agenda for the proposed meeting. However they shall meet as often as necessary. b. Quorum shall be two-third of the members of the executives. SEC 7: ADJOURNMENT Meeting shall be in session until the agenda has been exhausted and the president calls for motion for adjournment to be made which must be seconded. ARTICLE 6 FINANCES SEC. 1: INCOME AND BANKING A. Registration is mandatory for all catholic students. In line with that; a. The registration fee for a catholic student shall be the sum of N500 for year one and subsequently N200 for each session. b. A returning registered catholic student shall pay a semester dues of one hundred naira (N100) only, thus and annual dues per session of two hundred naira (N200) only. c. Any catholic student in any level other than year one that failed to register in year one should pay all outstanding dues before the person is sent – off upon graduation. Non – compliance will result in the non – issuance of the NFCS certificate of membership to that person upon his/her sendoff. d. The annual dues shall be collected by the financial secretary and the members of the finance committee through the leaders of the various Faculty associations in the chaplaincy, in line with this, all registrations and remission of levies shall be collected through the leaders of the faculty associations under the NFCS. e. The NFCS bankers shall be United Bank for Africa (UBA) Plc, preferably a branch within the University environment. f. The type of account to be maintained by NFCS is to be a corporate savings accounts. g. The signatories of the financial transactions in the bank account shall include: i. Compulsory signatures of the president and the chaplain. ii. Either/both of the signatories of the financial secretary or/and the treasurer. iii. Without prejudice to the above stated signatories, the chaplain shall be an omnibus signatory to the NFCS account. h. Withdrawal of money more than Ten thousand naira (N10,000) from the NFCS account at any time must be approved by the GC of the NFCS or in the case of an emergency, the chaplain. i. NFCS shall have no borrowing power in the name of the association. j. Without prejudice to article 6, section 1, subsection a, A&B, finance of the NFCS shall be derived from any voluntary donations from bodies and individuals and from the proceeds of NFCS activities. In case of NFCS not meeting their financial obligations members shall be made to contribute approval amount by the congress. k. In the event of some members not paying up their semester dues and/or other levies owed, the finance committee of the NFCS reserves the right to delegate all or some of her members to cover the monies from defaulters with the due approval of the GC. l. With the approval of the GC and the congress, the executive council shall embark upon useful investment possibilities for the purpose of building reserves for the association. m. The executive council with the approval of the chaplain reserves the right to place levies on faculty associations which must be paid. n. All monies collected in the name of NFCS should be remitted to the financial secretary within 3 working days. Note: at the end of every financial year, a bank statement for that year should be presented. The NFCS week account must be audited by the auditor before been presented to the congress. SEC.2: EXPENDITURES The executive council shall keep accurate account of all NFCS expenditures through the financial secretary whom shall present same to the GC then the Congress in periodic reports, then annual financial report. SEC. 3: AUDITORS a. The NFCS shall appoint three auditors (plus a representative appointed by the chaplain if need be) to audit all financial reports at the beginning of the academic session as each subsequent report is presented in all congress. b. The auditors shall present a comprehensive annual report to the congress at the end of the session. c. The congress reserves the right to reject the auditor’s report if they are not satisfied. ARTICLE 7 PATRONAGE AND LEGAL ADVISER SEC. 1: PATRON/PATRONESS a. The grand patron of the NFCS University of Port Harcourt chapter shall be the Catholic Bishop of Port Harcourt. b. NFCS University of Port Harcourt chapter shall have another grand patron in the person of the Chaplain and ten other Patrons drawn from within the chaplaincy by the executives and approved by the congress. c. Outstanding ex-officio of the NFCS that have graduated can also be regarded as a patrons of the NFCS with the approval of the congress. SEC. 2: FUNCTIONS OF THE PATRON/PATRONESS a. Each Patron/Patroness shall be regarded as a Father/mother of the NFCS and shall act as such. b. Each Patron/Patroness shall be expected to give his maximum support to the NFCS. c. Each Patron shall from time to time be briefed on the activities of the NFCS and shall be entitled to the NFCS annual report. d. Regular forum should be organized between Patrons/Patronesses and the executive council of the NFCS at least once in every semester where issues concerning the association would be discussed. SEC. 3: PATRONS/PATRONESS a. NFCS attendance is mandatory for our Patrons/Patroness events on invitation. b. Gift items should be given to them depending on their activeness. SEC. 4: LEGAL ADVISER a. There shall be a legal adviser to the NFCS who shall be appointed by the executive in conjunction with the Chaplain. b. He must be a registered member of the Nigerian Bar Association. c. He shall be briefed on the activities of the NFCS and be furnished with annual reports from the association. ARTICLE 8 BODIES AND STANDING COMMITTEES OF THE NFCS The following committees shall forthwith be officially recognized as standing committees of the NFCS; SEC. 1: FINANCE COMMITTEE a. Comprise of the financial secretary whom shall be the chairman, the treasurer and all the financial secretaries of all the faculty associations under the NFCS. The secretary of the committee shall be appointed from among the members of the committee excluding the treasurer of the NFCS. b. Be entrusted with the raising and collection of funds for the NFCS in accordance with this constitution. c. In collaboration with the executive council, prepare an annual budget for the session that will be presented to the GC then the congress for approval. In line with this, all bodies and standing committees are expected to submit their budget for all proposed activities for the year to the finance committee for final drafting of the budget at the beginning of each session. d. Assist the financial secretary and the treasurer in the execution of their duties as provided in this constitution. SEC. 2: PUBLICITY COMMITTEE This committee shall, a. Comprise of the Public Relations Officer whom shall be the chairman and all public relations officers from various faculty groups under the NFCS. b. Assist the Public Relations Officer in the execution of his duties as provided in the constitution as well as ensure good publicity of all activities embarked upon by the NFCS. SEC. 3: SOCIAL COMMITTEE: This committee shall, a. Comprise of the Director of socials whom shall be the chairman of the committee and Director of social of all the faculties under the NFCS and other members from the various faculty bodies as appointed by the Director of Socials and approved by the GC b. Draw up the order of the events for the NFCS week and other NFCS social activities. c. Carry out possible avenues through which funds could be raised for the association as they deem fit and remit all funds gotten to the finance committee for record purposes and storage in the reserve of the association. d. Assist the Director of Socials in the execution of his duties as provided in this constitution. SEC. 4: EDITORIAL COMMITTEE/BOARD This committee shall, a. Comprise of; i. The Editor-in-chiefs whom shall be the chairman. ii. And other members appointed by the editor-in-chief such as the associate editor(s), production manager, sales manager and other members as approved by the congress. b. Be responsible for the publishing of the annual NFCS magazine (THE ANNOUNCER) and year book. c. Be responsible for the setting up and the sustenance of the ‘Writers club’ which is aimed at promoting spiritual and academic excellence through the art of research and writing. Membership into this club shall be open to all Catholics. d. Assist the editor-in-chief in the executive of his/her duties as provided in this constitution. SEC. 5: WELFARE COMMITTEE: This committee shall, a. Comprise of the Director of the welfare whom shall be the chairman and other members which must be representatives drawn from the various faculty associations under the NFCS. b. Assist the director of welfare in the executive of his/her duties as provided in this constitution. SEC. 6: OUTREACH COMMITTEES: This committee shall, a. Comprise of at least two catholic representatives whom shall be drawn from each of the Halls of residency within the University campus as well as two or more representatives from off-campus residences. b. Responsible for reaching out to catholic students within their area of residence as well as compilation of registers of all catholic students within these areas they reside. c. May liaise with organizations such as the society of St. Vincent De Paul and/or Chaplaincy welfare committee in case of indigent students. SEC. 7: TRANSPORT COMMITTEE: This committee shall, a. Comprise of the director of Transport whom shall be the chairman and ten other members appointed by the GC and approved by the congress. b. Be responsible for the organization of transportation to convey catholic students for Sunday masses and other activities if the need be. c. Assist the Director of Transport in the execution of his duties as provided in this constitution. SEC. 8: PRAYER COMMITTEES: The committee shall, a. Consist of the prayer coordinator of the NFCS as chairman and all prayer coordinators from the various faculty associations under the NFCS. b. Constitute the intercessory arm of the NFCS. c. Assist the Prayer coordinator in the execution of his duties as provided in this constitution. SEC. 9: AD HOC COMMITTEE: This committee shall, a. The GC shall appoint an Ad hoc committee when necessary which shall comprise of at least three person. b. The committee stands dissolved after the purpose for which it was set up has been achieved. SEC. 10: DISCIPLINARY COMMITTEE a. The members of the GC shall be the disciplinary committee of the NFCS. b. They shall, through the Provost ensures that no portion of this constitution is contravened. c. They shall have power to look into the case/s of any member that is feeling cheater either by the decisions of the congress or the executive council. ARTICLE 9: BENEFITS OF THE NFCS SEC. 1: BENEFICIARIES a. The provisions of this article and sections are binding only on those members who have satisfied the following obligations; a. A registered member and financially up to date. b. Members shall benefit from the fruit of NFCS transactions leading to awards, grants, jobs, and other opportunities from Philanthropic organizations or individuals. c. In the case of victimization from the university authority or other groups, the NFCS will intervene provided a formal complaint is lodged to the general secretary of the NFCS and the NFCS in view finds that the individual is innocent. d. All new students of the NFCS shall be officially welcomed once every session. e. All graduating students of the NFCS will be honored with a rousing send-off party on their behalf while deserving students shall be honored with gifts thereof. f. When a member weds or in case of naming ceremonies NFCS shall attend such occasion with a gift provided NFCS is formally invited. SEC. 2: BEREAVED CASES a. In case of the death of any member, NFCS will be represented at his/her funeral. NFCS also present a consolation gift of ten thousand naira (N10,000) to the bereaved family. Where members died at home and the information comes late, representatives must still be sent to the family. b. In line with a above, every member of the NFCS shall pay a token sum of fifty naira (N50) the remaining amount (if any) shall be completed from the NFCS account. c. In case of the death of a member’s father, mother, brother, sister, husband, wife or sponsor NFCS shall pay him/her a visit when he/she is available with a token consolation gift of five thousand naira (5,000) only. ARTICLE 10 BY – LAWS SEC. 1: Where a vote of no confident is passed on any officer as a result of gross misconduct he shall be called upon to resign. SEC. 2: Where a vote of no confidence is passed on the executive council as a result of misconduct, they shall be called upon to resign. NOTE: Any vote of no confidence that is passed on an offender/s must carry a two-third majority of the congress members in the meeting. SEC. 3: Any act considered to be disgraceful by the disciplinary committee shall be punished according to the magnitude of the offence as shall be determined by the committee. SEC. 4 Absence from executive council meeting without the expressed permission of the presiding officer makes one liable to a fine of one hundred naira. SEC.5: Lateness to meetings and gatherings attracts a fine of fifty naira for executives and twenty naira for members. SEC.6: Any member who disturbs during meetings is liable to a warning from the Provost. Failure to comply would attract a fine of twenty naira. SEC.7: Walking out on the NFCS during meetings which is a serious offence to both members and executives of the NFCS will attract a fine of one hundred naira and suspension from all NFCS activities for not less than two weeks subject to the disciplinary committee. SEC.8: The Provost shall collect all fines due from offenders there and then before the meeting adjourns and shall handover all such fines to the financial secretary within 24 hours of the said collection. SEC. 9: The executive council is responsible for the general of any visiting NFCS executive from either our zone or other zones, the province or other provinces or national level as well as members from these area (if need be). SEC. 10: By virtue of being a member of the executive council who has successfully completed his/her tenure of office without incidence of embezzlement or misuse of power and finance is except from payment of sessional dues. SEC. 11: In case of voting in any NFCS gathering, the presiding officer shall not be eligible to vote. ARTICLE 11 EXTRA-ORDINARY SESSION OF NFCS In the event of corruption, weakness, misconduct, inefficiency et cetera, by the executive council as a group, an extra-ordinary meeting of the congress may be convened by any member/s provided the following obligations are met; a. At least 2/3 signatories of Faculty body President shall have been obtained by the person(s) conveying such extra – ordinary session of the NFCS. b. That all the person/s whose signatures appeared in a) above are physically present at the extra-ordinary session of the NFCS. c. The executive council shall not exercise their executive functions for the duration of the extra ordinary session. d. The person/s convening the session shall present their case against the executive council to the members of the congress present at the meeting. e. Any decision reached at the extra-ordinary session shall be binding on all members of the NFCS. ARTICLES 12 OATH OF OFFICE No change was made. ARTICLE 13 REVIEW AND AMMENDMENT OF THE CONSTITUTION SEC. 1: Any proposal for the amendment or review of this constitution shall be submitted in writing to the General secretary of the NFCS. Such proposal shall carry the signatures of the person making the proposal and must be seconded. SEC. 2: Review of constitution should be done every 4 years while the amendment can be done when the need arises after the approval by the congress. Nzewunwa Ugochi (Miss) The 2001 constitution was amended and reviewed subject to an incomplete review in 2004 by a committee comprising of; a. Mukoro Ufuoma Sylvester (Chairman) b. Uyanga Uwana (Secretary) c. Jattoh Umana (Sacred heart) d. Adigwe Felix (CASSA) e. Ozah Michael (Charismatic renewals) f. Uyanga Imo (st Jude) g. Emeronye Mercy-Anne (TAL) h. Nwafor Emmanuel (Lay readers) i. Okon Chidi (FECAMDS) j. Ebong Ubon (Gen. sec NFCS) k. Akparido Tejiri (Choir) l. Wolemonwu Victor (CAHS) m. Onumaku Kenneths (ACES) The 2004 constitution was reviewed and amended subject to a committee in 2013 comprising of; a. Mberede Ugochukwu Paul (Chairman) b. Njoku Ukwuoma Ogechi (Secretary) c. NEW ARTICLE THE STRUCTURE OF THE NFCS SEC. 1 The NFCS shall have Faculty association accountable to her which shall see to the direct welfare of all catholic students at their respective Faculty/college levels. The Faculties listed alphabetically includes; a. ACAS b. ACATS c. ACES d. CAHS e. CAMSSA f. CASOSS g. CASSA h. COEST i. FECAMDS NOTE: There shall be a group under the NFCS called CAFFYS for the basic and certificate students which do not meet the full requirement of a faculty. SEC. 2 An officer of the NFCS is anybody handling leadership position either at the level of the NFCS executive council or faculty levels. SEC. 3 The NFCS logo must be present in all official documents of all the Faculty groups. SEC. 4 The address of all the Faculty bodies must indicate that they are affiliate associations under the NFCS. SEC.5: PROCEDURES FOR PRAYER MEETINGS a. Rosary, praise and worship. b. Bible sharing (gospel of the day) c. Before the end of the meeting, the NFCS anthem must be sung. NOTE: The NFCS anthem must be sung at every official NFCS gathering including faculty gatherings. SEC. 6: PROVISION FOR FORMATION OF A NEW FACULTY BODY a. They must have a membership strength of not less than thirty (30) members. b. They shall not be less than twenty (20) intending Faculty members at the congress on the day the request will be made. c. They shall be placed on two (2) months’ probation from the day the request is made. NOTE: The request stands to be approved by the GC and subsequently the congress judging from the Faculties improvement and responds to NFCS calls.
