AN ACT OF PHARMACY PRACTICE OF BANGLADESH : is highly necessary to promulgate. All countries of the world; except a very few, have enacted their unique statutes on the practice of Pharmacy. As such those statutes are the pharmacy laws that are enacted by the legislature (i.e. parliament) of the countries. Statutes of Pharmacy are the general laws of the pharmacy practice which require the support of specific rules and regulations, made by the Board of Pharmacy of the countrys. The Board of Pharmacy has the responsibility for implementing and regulating the statutes of pharmacy in the country. Rules to administer and to control the specific aspects of the practice of pharmacy, are prepared by the Board of Pharmacy. Bangladesh needs to promulgate a comprehensive set of statutes in the form of an Act, namely the Pharmacy Practice Act of Bangladesh; for the good practices of Pharmacy in the country. And the Act is expected to contain all sorts of the required general laws to regulate the practices of pharmacy in ensuring the necessary standard of services for the good provisions of pharmacy in our healthcare system. Bangladesh has ordained The Pharmacy Ordinance 1976 ( hereafter mentioned as the ordinance) to regulate the practice of pharmacy. With due respect to the legislature; Pharmacists are sorry in mentioning that the statutes/laws of the ordinance mainly aims in creating the Pharmacy Council of Bangladesh that is deemed to regulate the practice of pharmacy. The ordinance do not contain necessary laws to which the Pharmacy Council might make rules and regulations to execute standard practices of pharmacy. And that the ordinance has many unaccounted shortcomings and limitations that are necessary as the general and specific laws in regulating & mentoring good practices of pharmacy in our healthcare system. The ordinance has many limitations/& unavailable laws including - 1. Necessary and appropriate definitions eg. Pharmacy, Pharmacists, Dispense, Prescription, Practice of the Profession of Pharmacy etc. 2.Many of the required laws are unavailable eg. Appropriate and required laws regarding the qualifications and statement of the responsiblities etc for licensure of Pharmacy, pharmacy technicians and Pharmacists. 3. Laws required for handling and processing prescriptions. 4. Laws required for systems and permits for the pharmacy practices. 5. Laws required for ensuring the standard pharmacy practices. 6. Laws for continuing education on Pharmacy & Renewal of licence & many such other highly necessary laws. Conclusion: Without the enactment of a comprehensive set of pharmacy laws in the form of an Act of Pharmacy Practice, Bangladesh can not successfully upgrade and regulate the good practices of Pharmacy for the people. Hopefully with the enactment of such an Act several sorts of positive outcomes may be drawn in the healthcare system; and to the healthcare provideres and the people. ....it is a highly requested plea from the Pharmacists to the legislature of our country to enact a Pharmacy Practice Act that is a highly essential requirement for improving and controlling the quality of the pharmaceutical care services in the national health-care system.
