AN INCREDIBLE K5.0 MILLION IN COLD HARD CASH DISHED OUT BY THE NIPG IN 2012 ELECTION WAS IT AUTHORIZED BY GOVERNOR SIR J CHAN & DID BEN MICAH & BYRON CHAN BENEFIT AS PPP CANDIDATES? Preamble No government projects, gifts, cash or goods shall be distributed by any candidate whether he or she is a Governor,MP or private citizen, after the issue of writs on 18 may 2012.This regulation and protocol is in place to stop candidates from unduly influencing voters by giving them cash or gifts under the pretext of a so called provincial government project so close to polling or the voting period. Common sense. Sir Julius Chan of all candidates having campaigned 9 times over 40 long years knew exactly the New Ireland and PNG custom, that if you gave a voter k300 cash handout or projects including large cheques of K50,000 or more, for church buildings or classrooms, noble projects as they were, the recipients and more importantly, beneficiaries would be obligated to give back or “bekim”.Their votes.So how much cash did Governor Chan dish out after the writs were issued under the pre-text of Old Age Pension & Disability program? What was the total value of all those K25,000 & K50,000 cheques issued to literally hundreds of community schools, church groups especially the catholic church whose Bishop Kiapseni is a long time PPP slave.What did Chan do with the K10million suddenly issued to the NIPG by Oniell prior to the 2012 elections? What did Ben Micah do with the K3 million cheque he personally received donated by PM Oniell at Lemekot Health center afew months before the campaign Polling or voting started on sat 23 June 2012. If you are from New Ireland or witnessed the 2012 national elections in new Ireland, you like tens of thousands of new irelanders would have witnessed the handouts of K300 cash monies & hundreds of cheques valued between K10,000 to K50,000 by PPP’s so called liason officers (PPP cronies hand selected by governor chan and paid a fnite salary from the NIPG budget) to supposedly, old aged citizens aged 60 years and above (every other country in the commonwealth have a cut off age of 65).Not only did liason officers dish out the cash but public servants too under special PEC directive mtg NO 6/2012 held illegally on 1 june 2012 after the writs were issued on 18 may 2012.Illegal because the last minute PEC meeting was labelled a “special” meeting and should not have instructed public servants to implement over K8 million worth of projects AFTER the writs were issued.Like tens of thousands of new irelanders you would also have witnessed that not only lapuns received the cash but every tom,dik and harry-that voted PPP including many young new irelanders aged well below thirty years of age, also received K300 cash each, presumably because they were PPP supporters or needed persuasion to be a PPP voter! There were absolutely no process of scrutiny undertaken, as to whether a recipient was aged 60 years of age or not.The policy was simply, if your 60 years old you get K300 cash.Or if your PPP you get K300 cash.So thousands of new irelander have been asking: How does Lapun Chan and his liason officers verify if a recipient was a lapun 60 years old or not? Because to prove ones age you would need a birth certificate and even if you had a birth certificate how do you prove if you are the person whose name is printed on the birth certificate? Clearly before dishing out cash to so called lapuns, liason officers would need to have a birth certificate and certified ID.How many lapuns would have a birth certificate let alone ID? NIL! Kiau! None of these standard procedures were instituted by the NIPG or Chan,Chan knew better or ought to have known better being a 40 year MP and Prime Minister twice, let alone implemented, in every part of new Ireland when million in cash were dished out.Various church groups (accept the catholic church) and NGOs have claimed that these standard procedures were purposely omitted, making it easier for Sir J, Byron Chan and Ben Micah to benefit from cash handouts to PPP voters-only weeks before polling! A CREDIBLE CASE STUDY In one LLG area alone, Namatanai LLG, the most populous LLG and the crucial area Chan had to win to retain his governorship, a total of 1,574 recipients or voters received K300 cash each totalling an unbelievable K567,720.00 in cold hard cash distributed less then 7 days before polling! [Refer to attached PEC decision and official receipt dated 21 June 2012 signed by the Mrs Desley Panasae-Director of Community Services from Mussau, Mr Penias Tokol Nti District Administrator, Constable Wine Kvg Police station and Ms Osmala Siona public servant].Never in the history of Nips politics has a prov govt or Governor ever withdrawn over half a million cash to dish out 2 days before polling! And this example was just for 1 out of 9 LLG.It is estimated that over K5.0 million cash was distributed under this so called Old Age Pension government program viewed by voters and branded by foreign journalists as legalized bribery! To demonstrate that Chans so called old age pension scheme was nothing more than a PEC endorsed cash give a way scheme for PPP voters disguised as an old age pension scheme, count the no of old age pensioners in each of the 21 wards in NTI LLG.Chans provincial government says there is on average 61 old aged pensioners living in each ward! Traipla giaman! What a load of bulldust! Ask any patpatar and they will tell you that at most you may find 12 citizens that are 60 years or above.Not 61! But no one knows because olgeta lapuns don’t have a birth certificate! The above evidence provided by the most senior of public servants, many of whom have recently been sacked or transferred out of the province, is only for 1 out of 9 LLGs! So on average if 9 LLGs distributed about K567,720.00 it means Sir J Chan and his PPP prov govt would have dished out 9X 567,720 = K5,109,480.00 in cash handouts to so called lapuns less then a week before voters went to the polls! Regional candidates like John Pasca, Greg Toksi , Henry Peni, Soka Toligai and the former governor Ian ling-stuckey didn’t stand a chance! It is no wonder then and ofcourse- Chan easily defeated Trade Unionist John Pasca by 31% or 16,568 votes and former kvg town mayor Greg Toksi by 36% or 19,409 votes.But incredibly, even after the greatest case of bribery in the history of png and nips elections, Sir Julius Chan managed to defeat Ian Ling-Stuckey by only 3.4% or 1,806 votes out of a total of 53,568 votes cast in the regional seat.Amazingly, in the Namatanai Open electorate component of the Regional Seat, Chan defeated Ling-Stuckey by a mere 19 votes out of a total of 31,938 votes cast in namatanai open.Both leaders continue to claim the mandate in Nti Open.Again Kvg & Nti open candidates like former kvg MP Martin Aini, Pedi Anis,Kris Bongere,Darel Jee and Vat Igua didn’t stand a chance against ben micah! Likewise Walter Schnaubelt, Kepas Wali, Leo Tongo, Fr Bruno Junalien, Micheal Singan and Jane Kesno didn’t stand a chance against B Chan! So PPPs Chan & Chan & Micah did not win on Honest leadership or Policy as Governor Chan continues to boast.PPP won because voters of Namatanai and Kavieng were systematically bribed in one of the most sophisticated government programs in PNG history where over K5.0 million in pure cold hard cash were dished out to voters after the writs were issued and less then a week before voting or polling .New Ireland did not witness a free or fair election.PPP today does not have the manadate to govern and their real numbers of voters showed clearly in the 2013 LLG elections when only 1 out of 9 LLG presidents elected was a PPP candidate.shame on you Sir Julius Chan! shame on you Ben Micah! shame on you Byron Chan!
