ANC LIVE CHAT ON TOURISM, ARTS AND CULTURE Saturday, May 31, 2014 from 5:00 PM TO 8:00 PM ________________________ Hello and welcome once again to another ANC Live Chat session. This time, we will be looking at TOURISM, ARTS AND CULTURE. We at ANC believe that tourism and Liberia’s art and culture can be a major source of tax dollars and job creation. Today, we look forward to sharing with you our ideas for using Liberia’s natural, cultural and historic attractions to lure tourists and their spending power to our country. As has been the case with our previous policy goals discussions, we set forth below the broad goals we want to pursue in terms of Tourism, Arts and Culture. We then state specific strategies we will employ in pursuit of each goal and the specific actions we will take to implement those strategies. We are convinced that, as usual, our ideas will benefit from your comments and suggestions as we look forward to another exciting and productive chat session with you. So, here we go: GOALS: 1. DEVELOP A TOURISM INDUSTRY THAT CONTRIBUTES SIGNIFICANTLY TO LIBERIA’S NATIONAL ECONOMY 2. PRESERVE AND USE LIBERIA’S HISTORY AND CULTURAL HERITAGE AS TOURIST ATTRACTIONS 3. CULTIVATE/ENCOURAGE LIBERIAN ARTISTS AND NATIONAL APPRECIATION OF VARIOUS LIBERIAN ART FORMS **************************************************************** GOAL 1: DEVELOP A TOURISM INDUSTRY THAT CONTRIBUTES TO LIBERIA’S NATIONAL ECONOMY Strategy 1.1: Create an Autonomous TOURISM, ARTS and CULTURE BUREAU Why This Strategy? A Tourism office with broad autonomy is necessary to aggressively pursue development of tourism/culture market in Liberia. Action 1.1.1: Decouple Tourism And Culture From The Ministry Of Information Strategy 1.2: Market Liberia as a Tourist Destination Why This Strategy? Liberia is not known as a tourist destination. Even countries that have established their reputation as tourist destinations advertise regularly to attract tourists. Action 1.2.1: Invest In Low-Cost Late Night Television Advertising In U.S. And Europe Highlighting Liberia’s Tourist Attractions Action 1.2.2: Work With Black Churches And Other Organizations To Use Liberia Historic Ties To The United States As Hook To Attract Tourists To Liberia Action 1.2.3 Use Liberian Artists To Develop Music And Other Art Forms To Promote Liberian Culture And Tourism Action 1.2.4 Use Information, Communications And Technology Tools To Promote Liberia As A Tourism Destination Strategy 1.3: Develop Local Services to Support Tourism Industry Why This Strategy? Hotel, catering and other service are indispensable for the tourism industry. Liberian owned business providing such services must be supported through tax incentives, low cost loans, etc. Action 1.3.1: Provide Incentives For Private Sector Investment In Hotels Action 1.3.2: Encourage Liberians With Decent Homes To Accommodate Tourists For A Fee GOAL 2: PRESERVE AND USE LIBERIA’S HISTORY AND CULTURAL HERITAGE AS TOURIST ATTRACTIONS Strategy 2.1: Support Development of Tourist Attractions in Liberia Why This Strategy? Liberia has enormous potential cultural and historical attractions that, if developed properly, can be magnet for tourists. Action 2.1.1: Develop “Living History Museums” By Building Or Refurbishing Antebellum Houses In Settlements Along The St. Paul And Other Locations, Depicting Them As They Existed When Settlers First Arrived In Liberia Action 2.1.2: Create Typical Traditional Rural Villages, with Amateur Actors Depicting Typical Village Life and Activities, Including: Action 2.1.3: Turn Scenic Areas, Such As Providence Island, Into Tourist Attractions Action 2.1.4: Re-Create Kendejah As The National Cultural Center And Other Sites With Indigenous Housing Structures That Reflect The Architecture, Arts And Way Of Life Of Each Ethnic Group GOAL 3: CULTIVATE/ENCOURAGE LIBERIAN ARTISTS AND NATIONAL APPRECIATION OF VARIOUS LIBERIAN ART FORMS Strategy 3.1: Provide Support and Recognition for Local Artists/Writers Why This Strategy? National support for artists can produce long-term dividends in terms of encouraging and ensuring the survival of Liberian artists and their contribution to the national culture. Action 3.1.1: Create National Artist Fund that Provides Grants and Competitive Prizes to Artists, Including Writers, Sculptors, Musicians, etc. Action 3.1.2: Launch Or Expand Annual National Arts Festivals That May Be A Week-long Celebration Of Liberian Artists And Their Works Action 3.1.3: Create Or Expand National Program To Grant Awards Each Year That Recognize “Best Artist” In Various Fields, From Literature/Story-Telling, To Sculpting, Dance, Poetry, Music, Painting, Etc. Action 3.1.4: Create A National Endowment For The Arts That Serves As A Standards Setting Agency For Artistic Works And Helps Oversee Or Organize National Recognition Programs For The Arts Strategy 3.2: Encourage and Develop Talents of Future Artists by Including a Rigorous Arts Education Program as Part of Junior and Senior High School Curricula Why This Strategy? Arts education is best way of developing artistic talents early. Action 3.2.1: Work With Local Artists And Ministry Of Education To Develop Arts Education Curriculum And Plans For Implementing Arts Education Programs In Liberian Schools Action 3.2.2: Support Art Competition Among Communities And Schools Action 3.2.3: Establish Arts Schools Where Gifted Students Can Hone Their Talent
