ANNOUNCEMENT: New Center on Animal Abuse Launched For Law Enforcement September 23, 2014 The National Sheriffs Association is excited to announces the launch of the National Law Enforcement Center on Animal Abuse (NLECAA). With the growing rise in animal abuse crimes and officer-dog encounters, the need for greater law enforcement awareness and understanding of animal cruelty and animal behavior has become increasingly apparent. Better understanding of the nature of animal abuse encourages proactive involvement in the prevention of animal cruelty and enforcement of animal abuse laws. The National Law Enforcement Center on Animal Abuse was created to serve as an information clearinghouse and forum for law enforcement on animal abuse issues, including the link between animal cruelty and other crimes, and officer-dog encounters. NSAs Center will be a one-stop-shop to provide law enforcement with training, information and resources they desperately need to deal with animal abuse and officer-dog encounters, said John Thompson, Interim Executive Director of the National Sheriffs Association. Through the Center, Law Enforcement officers from across the nation will have access to a variety of state and local resources, including animal cruelty and protection laws. Research shows that there are approximately 83.3 million dogs owned in the United States by 56.7 million households (2013-2014 APPA National Pet Owners Survey). There is a greater than 50% chance a law enforcement officer will encounter a dog when responding to a home in the US. It is extremely important that law enforcement be aware and know how to respond to a dogs body language. Officers who receive training on canine behavior will know how to reduce the dogs stress and increase their own safety, Thompson said. Through the Center, law enforcement officers from across the nation will have access to a variety of national, state and local resources to help them deal with canine encounters. With the support of many local and national partner organizations like the Humane Society of the United States, American Humane Association, Animal Legal Defense Fund, Animal Welfare Institute, Association of Prosecuting Attorneys, National Animal Care & Control Association, National Canine Research Council, National Childrens Advocacy Center, National District Attorneys Association, National Link Coalition, Native America Humane Society and The George Washington University Animal Law Program a difference can be made in making our communities safer.
