Similar to a human being, the Philippine government is functioning because it has the following: 1. HEAD, ARMS, FEET and STOMACH The head is the president The arms are the judiciary and congress The feet are the seventeen regions and, The stomach is composed of its internal organs which are the government owned and controlled corporations, the commissions, the bureaus, the departments, the judicial bar council, the department of justice, the ombudsman, the sandiganbayan, the electoral tribunal and, the local government units. All of the above-enumerated body parts or attributes were provided to the government by the Philippine Constitutions whose provisions were largely copied from the Constitution of the United States of America. Of all governments in the world, it is not USA which had attained the highest form of democracy but Switzerland. If we look closely at the present structure of the philippine government, the head (or the president) who has direct control and influence over its two arms (congress and judiciary) can easily machinate to devour all the foods from the stomach (or technically malverse the funds of all departments, bureaus, agencies and their instrumentalities (through favor, persuasion, bribe, or harassment) via its (or the presidents) power of appointments at the detriment of the feet (or the seventeen regions and their constituents) Most often than not, the head will become the most powerful, followed by its arms while the stomach will become hollow and the feet will become thin because of malnutrition. Without a neck to regulate the swallowing of food by the head, the head may encounter extreme obesity, aneurism or stroke due to hypertension brought about by too much intake of pork In order to function sustainably, there is a need to have another body part or attribute which is the NECK. Its functions would be: to prevent the head from conniving, quarreling or intervening with the affairs (or distinct duties, powers and functions) of the arms. The neck otherwise known as the Peoples Cooperative Federal Assembly (PECFA) shall serve as a bicameral parliament which is composed of the Council of Elders (CoE) and the Peoples Council (PC). The CoE shall be composed of fifty-one members (or three from every region) while the PC shall be composed of only eleven members coming from OFW-sector, Muslim-sector, CPP-NPA-Sector, Catholic Sector, Retired Military-Sector, Academe Sector, Protestant-sector, Labor - farmer - sector, Management-business Sector, Retired justice-sector and Retired foreign affairs - sector. Similar to the Swiss-governance, the PECFA is the head of government and head of state. Executive power is exercised by the government and the federal administration and is not concentrated in any one person. Federal legislative power is vested in both the government and the two chambers of the PECFA. The president shall serve only as figurehead. For any change in the constitution, a referendum is mandatory (mandatory referendum); for any change in law, a referendum can be requested (optional referendum). Through referenda, citizens may challenge any law voted by the Peoples Cooperative Federal parliament and through federal popular initiative introduce amendments to the federal constitution.
