APEC Pressured to Restore Power to the First District of Albay As of 12:38 PM today power has been restored in the First District of Albay. This is the result of the meeting among the LGU officials, New ALECO representatives, and other stakeholders at around 10 to 11:30 AM. The New ALECO, through Atty. Richie Regala and Atty. Bart Rayco, stressed that the cooperative has no objection whatsoever to restoration of power. In fact, it wants power restored immediately. The New ALECO had been in the Tabaco Substation since December and yet no untoward incident happened. All of a sudden, on January 8, Hezel Morallos claimed that New ALECO personnel “rushed” to the site and APEC employees “got too nervous their lower jaws were trembling.” As alleged, APEC turned off the facility “to protect” it. This is a big lie. The truth is that APEC and New ALECO personnel were even holding office in the same room and sharing food when they had meals. To highlight the absurdity of APEC’s claim, Atty. Rayo cited that the Malinao Substation was also shut down and there were no New ALECO personnel there. So the “presence of non-APEC personnel” is not a valid excuse for shutting down the substations. APEC representative, Atty. Jose Vicente Fernandez, presented the corporation’s condition that power would be restored only if personnel of the New ALECO vacated the Tabaco Substation. The LGU officials, particularly Mayor Marie Demetriou stood firm on her commitment that power must be restored first. All other issues should be taken up later. This was seconded by other stakeholders, isolating APEC. Upon adjournment, the body proceeded to the Tabaco Substation to witness the switching on. It took a while for APEC personnel to arrive. Set by set, the fuses were reconnected. As the last step, encoding of some information at the Control Panel was performed and immediately the surrounding areas were energized. This affair is one more blow to the integrity of APEC and San Miguel Corporation, belying their claims to corporate social responsibility. Their action to shut down the two substations and demand for the removal of New ALECO personnel is not too different from a hostage-taking drama. It constitutes terrorism and economic sabotage. Yesterday, APEC was arrogantly announcing that they successfully shut down the First District of Albay. Today, it is licking its wounds and retreating with its tail between the legs.
