AT THE WORLD JUSTICE FORUM IV-RULE OF LAW MUST TAKE ITS PLACE. The National President, Niger Delta Women’s movement for Peace and Development, and An Ambassador of the International Human Rights Commission arrived the Hague, Netherland to facilitate the Justice Incubator Working Session on Post Conflict Access to Justice for the next 3 days. The Forum is a global gathering of leaders from a variety of different sectors – including business, government, civil society, and academia – to develop practical, multidisciplinary programs that strengthen the rule of law. Post-Conflict Access to Justice: How can we strengthen justice in post-conflict states, in the absence of an efficient state-run justice system? While barriers to justice exist in many societies, they are especially pervasive in post-conflict contexts. The central government in these countries is overwhelmed by the task of reconstructing state institutions, and in many cases, the situation regarding security and justice is beyond the capacity of governments. coming from the world’s largest wetland, the Niger Delta, which has been terribly polluted by the oil corporations in the last 50 years, destroying the livelihoods of many of the 20 million inhabitants of the region and they are denied their rights and access to justice. We are living in a world where Social entitlements of citizens are being cornered by a few individuals, thereby impoverishing the citizenry. Despite our enormous resources, we are yet to make significant progress in the area of the social entitlement of citizens. The resources of some states are still in the hands of a few people while the vast majority of the populace live in adverse poverty and lack access to justice. This obvious wide gap between the rich and the poor, with its attendant frustration and mistrust, often leads to social strife and upheavals thereby heightening conflicts and insecurity. With this scenario, What alternative channels can ensure assistance in these challenging contexts? How can the state ensure the same accountability for local justice networks and state systems during its reconstruction? Participants at this Forum are 600 leaders and practitioners from more than 100 countries will have the opportunity to participate in formal plenaries and active breakout sessions, design innovative ground-level rule of law programs, engage with researchers and scholars during “workshop”hours, and network with other leaders in the rule of law movement. The Forum also provides a venue for discussion and debate about the findings of the WJP Rule of Law Index®, an innovative assessment tool designed to measure how well countries adhere to the rule of law in practice.
