The hearing is on Jan. 30 2014 and no opposition can testify at that time, only proponents. Pending Review and Comment Hearing 01/30/2014 HCR 0109 01:00:00 PM 1) Protection of and Prevention of Cruelty to Livestock Animals - Seeks to amend the Colorado Constitution and take away the accepted husbandry practices affirmative defense that protects farmers and ranchers from prosecution of animal cruelty. Accepted animal husbandry practices include de-horning, branding, castration, docking the tail of any species, etc. Click #62 for text. 2) Care of Livestock Animals - Seeks a change in the criminal animal cruelty law by striking or livestock, leaving only companion animals. See text by clicking on #61 in the link 3) Cattle Tail Docking - Would amend the Colorado Constitution to ban the practice of docking tails of ALL cattle except in very strict circumstances. It specifically states that tail docking of ANY cattle is not an acceptable husbandry practice.
