ATTN: AMATEUR AND PROFESSIONAL COMPOSERS: “LiKhALIKASAN: Likhang Awit para sa Kalikasan” Central Luzon Songwriting Competition RULES, REGULATIONS AND MECHANICS I. Project Description: The songwriting competition is a song composition contest organized by the Department of Environment and Natural Resources-Region 3 and Philippine Information Agency-Region 3, as part of the government’s Climate Change Advocacy Campaign. Debuting this year, the objectives of the songwriting competition are the following: 1. To instill awareness on positive behaviors and perspectives as resiliency safeguards against the effects of climate change; 2. To promote environmental awareness, protection and preservation; 3. To recognize people empowerment and involvement towards measures leading to preserving the well-being of the environment as act of protecting not just the environment but more so protecting people’s lives; 4. To develop new forms and styles in musical composition anchored on the Climate Change Advocacy Campaign thematic brand “Nagbabago na ang Panahon, Panahon na Para Magbago!”, which underscores needed perspective change towards climate change and its effects on environment and humanity. II. Rules and Mechanics of the Contest: 1. The contest is open to all amateur and professional songwriters who are residents of Central Luzon, and at least 16 years of age. 2. Each entry must be original composition of the contestant and have not been released commercially. 3. Composition entry may be in solo or a collaboration work of songwriters (composer/s & lyricist/s). Only one entry is allowed per songwriter or collaboration of songwriters. 4. The composition may be written in Filipino, English, or a combination of both, promoting environmental awareness, protection and preservation, and climate change adaptation and mitigation. Use of profane words is strictly prohibited. 5. Composition entry must not exceed four minutes and thirty seconds in length, including intro and extro. It may be slow or upbeat song, with musical accompaniment. 6. Entry must be recorded and interpreted well, preferably pre-arranged. 7. Official entry forms are available at the PIA Regional and Provincial Offices in Central Luzon. Interested participants may also contact the PIA Regional Office via landline (045-963-2175), or email (piacentralluzon@gmail), or message the official social media accounts of PIA on Facebook (PIA Gitnang Luzon) and Twitter (@PIA_RIII). 8. Each entry must include the following: a. fully accomplished entry form with original signature(s) of the songwriter/s. b. two (2) CD copies containing the recorded composition/song, properly labeled to include the title of the song on the case and on the CD itself. Do not put the name/s of the songwriter/s. c. Five (5) typewritten copies of the lyrics, with notation/chords, and with the title of the song but without the name of the songwriter/s. 9. Submission of entries: a. Entries must be submitted/placed in a short brown envelope and mailed or hand-carried to: PHILIPPINE INFORMATION AGENCY Regional Office III 3F, Hyatt Garden Bldg., Dolores, City of San Fernando, Pampanga 2000 b. Acceptance of entries is until 5:00PM of November 7, 2014. III. Criteria for Judging: Originality and Creativity (songwriting style, technique, skill) 30% Lyrics (emotional appeal, message appropriateness to theme) 30% Melody (recall, strength) 30% Overall Appeal (suitability as recording and environmental advocacy material) 10% TOTAL 100% IV. Prizes and Awards: a. A preliminary judging shall be held to select the 10 best entries which shall compete in the finals, based on the given criteria. b. There will be three winners and seven consolation prizes. c. The panel of judges will be composed of experts in the field of music which will be determined by the contest committee. d. Judges’ decision is final and irrevocable. e. Winners will receive the following: i. Grand Winner - Php 30,000.00 and plaque ii. Second Place - Php 20,000.00 and plaque iii. Third Place - Php 10,000.00 and plaque Seven (7) consolation prizes at Php 5,000.00 each plus certificate. V. Terms and Conditions: a. The ten final entries shall become the property of the Philippine Information Agency-Region III, and may be used for album production, for general distribution, and for advocacy purposes, with due acknowledgment and recognition of the songwriter/s.
