Abuse of authority by Police officers has become a chronic pandemic across America. After much thought, it appears to me that what is necessary are two actions, #1. Captains, Commanders and Chiefs of police must be held accountable. Felony charges and criminal negligence for failing to properly train the officers in their command, and failure to supervise subordinates. #2. All 50 states need to establish at the level of the state Attorney Generals office, a special branch who will exclusively handle prosecutions of police misconduct for the entire state. Local City attorneys as well as District attorneys are completely incapable of successfully prosecuting local members of Law enforcement when that attorney must rely on that officer, as well as the other officers in the same department for many if not most of their cases. This incestuous relationship almost guarantees justice will be thwarted. The conclusions offered here are born out by the broad and deep history of failed prosecutions over the last 30 years.
