Accomplishments while Police Chief at Jacksonville include: Started the process to become Nationally accredited through the Commission for Law Enforcement Agencies (CALEA) by rewriting every policy to comply with the 478 standards required to achieve this goal. Established the Citizens Police Academy, a Junior Citizens Police Academy, and started a volunteer program. Equipped the Police Department using drug-seized money. Started a Cadet Program and Citizen Property Officer to free up officers to work the street. Expanded the Chaplaincy Program by implementing a Procedures Manual and Training. Computers in cars thereby keeping officers on the street patrolling more. Audio/video in cars for integrity/evidentiary purposes. Created Transport Specialty Officers, who transport prisoners to the County Detention allowing us to close our 24-hour holding facility for a savings to the City. Used the Federal Surplus Program to purchase a crime scene vehicle, a bullet resistant vehicle and workout equipment for officers. All of these were at a minimal cost and purchased with drug-seized money. Hosted several training classes at the Police Department, which allowed our officers to be trained at no cost. Implemented many programs through School Resource including “The Every 15 Minute Program.” Obtained a permanent drop box for unused medication at no cost. Created the Office of Professional Standards, which is tasked with reviewing all complaints. Crime reporting and mapping website. Jacksonville Police Department APP/email/twitter/website and Facebook accounts making the Department more accessible. Purchased electronic control devices to cut down on injuries and complaints on use of force. Established a College Internship Program.
