According the budget proposal FY 2014/15- agriculture will only get 3.1% of the annual budget( employs 72% of labour force apparently ) and the interest due is 7.8% of the budget. Evidence is that our loans are may not trickling down the sector that needs transformation. This may sound laymanship argument but Botswana and Ethiopia offer good lessons of agriculture promotion. Botswana apparanetly has few cattle that what we have in karamoja but exports is the leading exporter of beef in Africa. did we just forget David Ricardo (1772-1823)- concept of “comparative advantage” which argues that a country gains from specializing in what it does best and trading with other nations. ? Investments in infrastructure are key but effeciency savings can be generated from some public admin side. studies have been done to that respect.but that is hard choice to take with elections in 2016- dont u think?
