According to Thomas Hobbes in his Leviathanrigorously argues that civil peace and social unity are best achieved by the establishment of a commonwealth through social contract. Hobbess ideal commonwealth is ruled by a sovereign power responsible for protecting the security of the commonwealth and granted absolute authority to ensure the common defense. And to provide security and made agreement with people to pay tax and they must obey the stated law if citizens fails to comply he would be punished. In such case if government fails to provide security and care for this vulnerable group can they revolts. A critical case in Nigeria.
