According to the Local Government Act 1888 Section 78, para. 2 which is STILL IN FORCE: Provided that the transfer of powers and duties enacted by this Act shall not authorise any county council or any committee or member thereof— (a)to exercise any of the powers of a court of record; or (b)to administer an oath; or (c)to exercise any jurisdiction under the Summary Jurisdiction Acts, or perform any judicial business, or otherwise act as justices or a justice of the peace... - which is a Statutory limitation on the power and authority of a Public Local Authority which means that they are NOT authorised to issue summonses. (Oh, by the way, *any* person who claims to be acting under colour of Law yet cannot recite it on demand *from memory* is committing the criminal act of FRAUD). That is the ONLY defence you need in response to a bulk summons (which are issued by Local Authorities BY THEIR THOUSANDS in council tax cases and rubberstamped by monkeys in Northampton bulk Clearing Centre (which is NOT even in the same building as the Court!) having not been NEAR a judge or magistrate!)
