According to this, a copy of the water supply page from the Tech City DGEIS circa 2009-2010 - it says that the safe yield of the watershed and Cooper Lake Reservoir is 6 million gallons per day. Currently, the City of Kingston and Town of Ulster use 3.5 million GPD. Niagara proposes wanting up to 1.75 million GPD. If these numbers are all correct, that would bring us to 5.25 million GPD - and that doesnt take into account incoming development or growth in the area, or contracts with other municipalities that would be using Cooper Lake water if needed (such as Woodstock). What about climate change and ongoing drought? What is a true sustainable yield from Cooper Lake that includes a margin of safety that could sustain growth over the next 50-100 years? Critical.
