Actually, if we are talking about animals being killed in shelters, the biggest problem we face is that people in shelters are killing them in the face of readily-available, cost-effective, lifesaving alternatives they simply refuse to implement and that is exactly what CAPA is aimed at. Too many shelters are not voluntarily implementing the No Kill Equation: bit.ly/VT4zay This law mandates the programs and services which have proven so successful at lifesaving in shelters which have implemented them; follows the only model that has actually created a No Kill community; and, focuses its effort on the very shelters that are doing the killing. As a result, it provides a framework for success unavailable from traditional legislative models such as punitive legislation aimed at the public or through counterproductive national efforts that legitimize the killing. -- Nathan Winograd Mandating that all shelters implement the programs laid out in Winograds NKE certainly is an optimistic approach at forcing communities to fund no kill sheltering but Winograd is completely ignorant on the political realities such ideological thinking would cause. Many communities would simply STOP offering animal control services at all rather than provide funds for what would be an endless parade of dogs and cats being dumped on our shelters. There are key elements in CAPA Ive opposed and will continue to oppose. The first is the idea that public shelters are equipped to provide these homeless pets with medical care and treatment to get them healthy that quite frankly many pet owner cant provide their own pets. Further, what incentive would irresponsible pet owners have to vet their own pets when they could simply dump off any pet who became ill or contracted a life threatening disease when the taxpayers could foot the bill? Even worse, what incentive would unlicensed backyard breeders have for vetting their breeding stock when dogs they are breeding or attempting to breed could also be dumped on taxpayers to fund that vetting as well? Imagine if we incorporated that thinking in other programs the government provides its citizens. Would we really pass laws that would support the public of our children or our seniors if we could get the government to pick up the tab by simply dumping them off as homeless? Americans have grown financially weary with massive government programs that we simply dont have the funding to cover. You wont see politicians running on spending your grandchildrens future with idiotic governmental solutions that quite frankly could be dramatically reduced if we took a different approach and demanded that all breeder be licensed thus reducing the number of pets in our community PERIOD. The other area of CAPA which is simply dangerous for dogs and cats is the idea that rescue groups armed only with a 501c3 proves they are responsible. Only a complete idiot would not be aware of all the S. Markwell, Leah (pit bull) Purcelle, Palena Dorsey, Craig Caboodle Grant or our latest rescue hero Amy (alligator wrestler) Roman who make their livings off the suffering of animals they rescue. Personally, Im tired of all the rescue scammers who drive around in fancy cars, take exotic vacations and pay excessive bar bills all in the name of no killing rescues
