Actually, the Russian representative is being restrained in his statement. The UN report makes no assertion of responsibility and certainly offers no proof, contrary to the claims of warmongers like john kerry, samantha power, and susan rice as well as the leaders of the other major imperialist countries (France and Great Britain) who have been slobbering over the prospect of turning Syria back into a vassal state.
