Actually, we were greeted as liberators by the victims of the Baathist (Sunni) regime. And yes, the initial stage of the war (shock and awe) worked magnificently. But then it bogged down because they failed to listen. It took a long time for them to learn the trust-building that had to happen between the Iraqis themselves. America cannot remain as referee forever. President Obama, in my opinion, grasped that better than Cheney and the Vulcans. Even Petraeus seemed to have gotten a handle on it. Now it is in the process of unravelling. There are a lot more Sunnis in the middle east than there are Shiites. And there is simply no possible way for the new Iraq to secure its borders from Sunnis (surrounding it) on every side.
