Advice please: Everyday while walking my 2 boxer dogs I pass a house where a very old looking boxer lives. Each time I have passed the house (sometimes morning, middle of the day or evening) he is outside in a corner of their backyard they have fenced off. He has a little house, no blankets, no toys, I have never seen food or water bowls in his area. It is absolutely freezing where I live, sometimes 1 degree in the mornings, he must be freezing. The boxer looks miserable and is usually pressing himself into the corner of the fence in the morning to get a tiny bit of sun warmth on him. Is it normal to keep a dog like this? I feel I should say something to the owner but am unsure if I have any grounds to stand on in regard to how they house their dog. Maybe I am just too soft?
