Advocacy Film Consultant Norwagian Refugee Council Consultancy Description Consultancy Title:Advocacy Film Consultant Department / Project No.:ICLA / ILFL1308 Duty StationGaza Immediate Supervisor:Deputy Project Manager, Gaza 1-BACKGROUND The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt. The ICLA programme in Gaza seeks to undertake a project to produce a short film that can be screened during advocacy and other donor meetings. 2-SERVICES The overall results from the Film Project to be achieved by the Consultant/s are as follows: -The production of an appealing high-quality audiovisual short film on housing, land and property (HLP) issues in Gaza, using beneficiaries of legal assistance provided by NRC and their partners as the main subjects. -The short film will highlight the impact of Israeli policies and practices in the Access Restricted Area (ARA), or “buffer zone”, on Palestinians’ access to their HLP rights The completed film will be approximately 8-10 minutes in duration, comprised of two parts of approximately 5 minutes each. The first part will focus on HLP violations affecting fishermen in Gaza as a result of the naval blockade and will highlight the confiscation of fishing boats and the arrest and detention of fishermen. The second part will focus on HLP violations affecting farmers and civilians living and/or working within one kilometer of the Israeli security fence. Each part will use a legal case from NRC’s partners to depict the relevant issue and NRC’s beneficiaries will be included as the subject/s. The Consultant/s responsibilities and duties are as follows: Obtain any required permits from local authorities in Gaza for film shooting. The research and the design of a story for each of the two parts. The acquisition of archive footage, if deemed appropriate. If any footage or interviews are required in Israel or the West Bank, to identify specific interviews and footage to be collected and to coordinate with NRC staff. The writing of a concept note/script in English. The planning of the shooting and the organization of interviews. The shooting of the subjects in the shooting location. The editing of the film. The production of the soundtrack including voice-over recording and copyright free music. The translation of the script into Arabic. The subtitling of the film into English. The coordination and the production of the layout of the DVD, the cover design and other graphical elements. 3-PROGRESS PLAN Progress plan with milestones and delivery dates Delivery dates: Milestones: 15.08.2013 -Background documents to be provided electronically to Consultant/s for research. 18.08.2013 -Begin shooting film in Gaza. 27.08.2013 -All shooting on location to be complete. -Script/concept note to be approved by NRC. 07.09.2013 -First rough-cut to be shown to NRC for comments and feedback. 15.09.2013 -Final film to be complete and submitted in its final form to NRC. The starting date is non-negotiable and the final cut of the film must be complete by 15 September 2013. Final product must be delivered in the following formats: -1 mixed sound edited master -1 x split track edited master (separate narrative, music and natural sound) -1 x International version edited master (a version with separate track audio as above and no subtitles, captions or other text on screen) 4-LIMITATIONS OF SCOPE The consultant is not authorized to speak on behalf of NRC unless specifically authorized by the NRC Area Manager, Gaza. The consultant shall represent himself/herself/themselves, vis-à-vis his contract as a Film Consultant with the NRC ICLA programme. NRC shall have final editorial control. NRC will hold all copyrights to all the video footage shot and audio recordings made, but will be amenable to granting the producer use of the footage as evidence of their experience/for their CV. 5-SKILLS AND QUALIFICATIONS REQUIRED: Experience in producing narrative features and high quality documentaries. Experience in producing films for humanitarian organizations. Strong written and spoken English skills. 7-PROPOSALS Proposals shall include the following: Information regarding the experience and qualifications of the applicants, to include CVs of all personnel that will be involved in producing the Advocacy Film. At least one example of similar humanitarian related documentary/filmmaking work. A proposed work schedule and timeframe. A Proposed budget, covering all related consultancy fees.
