After 9/11 and $32 billion in claims, the government announced it would share the burden with private insurers for the largest losses after major terrorism events. In the event of another major terrorist attack in the U.S., private insurers would pay the first $100 million before the federal government steps in. Originally meant as a temporary measure, the program is on the cusp of its third renewal.
