After 9/11, it became virtually impossible for any business or service provider to purchase insurance against the risk of terrorism. This threatened to collapse key industries and job creators - including hospitals, universities, contractors, large and small businesses, you name it - especially those wishing to operate in prime terror targets like the 5 boroughs of New York City. The Terrorism Risk Insurance Act (TRIA) creates a backstop that allows crucial industries to insure against terrorism and continue to create jobs and economic development in our cities. That is why I was proud to introduce the bill to reauthorize TRIA and lead the charge for the House to pass it, which Im pleased to say it did last week by a massive bipartisan vote of 417-7.
