To this day, the plant remains behind schedule, and the cost has swelled to nearly $6 million - and is likely to go higher. While supporters claim that waste water recycled using new technology is purer than most tap water, it remains to be seen whether taxpayers will be consoled for their nearly $4 million in cost overruns.
