After hearing from you that the Funds surely will arrive, we have started the preparations and the down payments on essential preparatory aspects. Paying an advance to the few water detectors and well diggers who are capable and also willing to go to Avégamé is essential to ensure their cooperation this ongoing year. Moreover, we have to buy the cement as soon as possible to avoid the regular price increases.... By all means we have to avoid that we will run short of money because of these and other price increases like those of transportation. We must prevent Tomoka falling victim to such predictable circumstances. Another very important reason for starting as soon as possible is the fact that we have already informed the CVD-P and the Chief of Kpékpéta that the Donors have agreed to provide the Grant requested for Project 803-2. The Community is looking forward to the start of the work. But as yet, there is nothing going on. Poor rural communities like ours are easily disappointed, and that may lead to distrusting Tomoka. When we do not fulfil our promises rapidly -- after promising to alleviate the very pressing problem of lacking potable water -- they suspect that are cheating them. And, indeed, Governments over here are usually not keeping their broadcasted promises .
