After my first read of the Substitute Ordinance SO2014-1367, heres what I discern. Most of my interpretations are for Class A (the less restrictive) drivers. Many of the fees are incurred by the TNCs, not the drivers. The TNCs ~could~ pass these costs onto the drivers, but Im really hoping not, because the recent fare cuts have significantly impacted driver earnings. Theres plenty of room to raise fares and still be cheaper than taxis. Ive said this before- my riders have told me theyre willing to pay more for what they consider better service than taxis. The ordinance requires TNCs provide insurance any time a driver is online. This means waiting for a req, en route to pickup, or with a passenger. This could be why Lyft and Uber issued clarified insurance info. This ordinance says nothing about our personal insurance carriers retaining or dropping us for our involvement with p2p. Hopefully more personal insurers will start offering favorable policies ala Esurance. Although Esurance wont cover incidents occurring while online, they also supposedly will keep you for incidents while offline. Active driver is defined as a driver whos completed 4 trips in a month. This excludes onboarded drivers who havent driven in awhile and could skew the TNC averages upward. Just need to ensure there are enough drivers whove done 4 trips in a month but below the 20 hour/week platformwide average. Thatll keep us in Class A status. Cars must display consistent and distinct emblems while providing service, for the entire trip. So, this might be difficult to drive multiple platforms. If consistent includes dash staching, then it still may be convenient to swap emblems when picking up for different platforms. The Uber U logo may be coming soon to Chicago! Else Im sure someone will figure out a quick release stach. Stach 2.0 looked like it had quick release clips. Time for an upgrade. Non-accessible cars will need to pay 10c/trip extra into some accessibility fund. Doesnt say who pays, the driver, rider, or TNC. Drivers undergo annual checks to determine if they are still eligible. Im guessing this means background checks and vehicle inspections. Doesnt say who does the inspections, only that the inspections meet commissioner standards. TNCs shall issue ID cards to drivers with our names and pics. These must be displayed at all times while operating. No Ohare, Midway, or McCormick pickups unless the commissioner determines that such pickups ... preserves security, public safety, the orderly flow of traffic.... Sounds like drivers would also need to pay some airport tax or equivalent to the city. Fine, make the riders pay. They already pay fees when they ride taxis from these three locations. No other convention centers are mentioned. This sounds like an opening for airport and McCormick pickups. No restrictions on dropoffs. Fares can be distance AND time. Good! The previous draft said distance OR time but not both. Fares shall be displayed on the TNCs website. We might finally get to see Sidecars fare equation. Apps shall provide fare quotes for any req. Makes it easier to estimate trip cost. Drivers cant solicit rides. We cant direct riders to cars parked and waiting. This likely means we cant sign up new riders who are looking for cabs. Looks like drivers also cant park and wait for reqs. Seems unreasonable to expect us to be constantly moving while in between reqs. Maybe Im misreading 9-115-180(f). Hours restrictions- drivers and cars max out at 10 hours per 24 period, for all platforms. So, we cant drive 10 for Lyft and another 10 for Uber. Cars are capped too, so you cant have 2 drivers putting 10 hrs each on a single car, within a 24 period. Bunch of paragraphs on TNC record keeping. Thats something for the TNCs to do, not us. Ground transport fee 20c/trip . Section 3-46-035 : TNCs collect these per trip fees from the car owner. In most cases, the owner is also the driver. So they cant charge the riders directly. Only way to pass this to riders would be a fare increase. I doubt the TNCs will do so. Section 3-46-065 C seems to provide tax credits for serving underserved areas. So, maybe the tax hit wont be so rough because many drivers do goto these areas. Might be the individual drivers who get the credits. Its easy enough for the TNCs to know where these trips go. 3-46-080 says individual drivers might need to keep activity records for tax purposes. TripLog, Metromile, any number of apps can do this. Unsure if the TNCs will track trips for us too. Fare multipliers and dollars/cents quotes must be fully disclosed at time of request. The multiplier disclosure already happens. Dollars/cents quotes will need to be added to the apps. Commissioner CAN regulate multipliers.
